br>The Engineering Manager is responsible for the bidding and design phases of the project, smooth hand-over of awarded projects to operations, project coordination with the operations team during the construction stage and assisting in the procurement of main materials/equipment needed for the project execution. The Engineering manager ensures that designs meet client specifications, regulatory requirement and project budget while ensuring a seamless coordination between engineering, procurement, operations team and all other relevant departments.
Bidding/Design Management
1. Lead and oversee the engineering team during the bidding phase of construction projects.
2. Collaborate with the team in reviewing the project specifications (tender documents, drawings) and creating a competitive, accurate, and comprehensive bid proposals.
3. Prepare queries (Request for Information) to client in case of lacking information and/or clarifications to the tender documents provided.
4. Develops engineering designs, drawings, calculations, methodologies, resources loading, schedule that align with the project requirements, local regulations and client needs.
5. Ensure that designs meet all technical safety and quality standards, as well as budget and time constraints.
6. Coordinate with external design consultants (if needed) to gather design information and complete design documents.
7. Review and provide feedback on the design proposals and ensure compliance with the client’s scope of work. < r>
8. Conducts review, present, discuss and seek approval from the top management for all commercial and technical bid proposals prior submission to the client.
9. Attends pre-bid meetings, coordination meetings and site inspections as arranged by the client and provide feedback to the management.
Team Leadership
1. Lead, mentor and develop a team of engineers, fostering a collaborative and high-performance culture.
2. Provide guidance and training to engineers on best practices for the preparation of a competitive bid (commercial and technical bid).
3. Encourage continuous learning and professional development within the engineering team.

1. Any other related duties and responsibilities as may be assigned and required by the Management.
QUALIFICATIONS:
1. A graduate of any BS Engineering related course (preferably a licensed Civil Engineer). Masteral degree is an advantage.
2. 5 to 10 years experience in construction engineering with at least 2+ years experience in a managerial or leadership role.
3. Strong knowledge in construction design, bidding process and procurement process (preferably with background in waste water treatment plant).
4. Proven experience in managing the bidding and design phases of projects.
5. Strong analytical and mathematical skills.
6. Knowledge in construction software such AutoCAD platform, MS Project, etc.
7. Familiarity with construction code and standards and industry regulations.
8. Strong problem-solving skills and ability to manage multiple priorities.
9. Strong communication, interpersonal and conflict resolution skills.
