The Security Supervisor reports to the Site Manager and is responsible for supervision and execution of security services supporting the U.S. Army in Subic Bay, Philippines under the LOGCAP V contract. Contract support services provide U.S. Army operational project (OPROJ) capabilities in response to Humanitarian Assistance / Disaster Relief (HA/DR) events, as well as supporting execution of annual exercises through the storage of non-lethal stocks, exercise materiel, and equipment in the Philippines. Directly responsible as the functional subject matter expert (SME) in physical security and access control operational matters, to include detailed instructions and procedures for unarmed Contractor Guards supporting work objectives in the performance of routine, repetitive, and standardized tasks. This position will provide administration and supervision of physical security and access control requirements within the operational footprint. Additionally, facilitating security and communications equipment requirements and coordinating and scheduling fluctuating manning requirements. Supports coordination, training, implementation, testing, and validation of security action plans and unarmed Contractor Guards. Establishes and implements physical protection requirements for Employees within their control. Provides functional supervision ensuring compliance with Contract security requirements.

+ Reviews existing procedures and if necessary, develops Emergency Response/Battle Drill procedures.

Qualifications
+ Minimum Qualifications:

Will administer subcontracts for various V2x Programs within the Middle East region which may involve both foreign and domestic subcontractors. This position will execute and administer various types of Subcontracts and Purchase Orders (POs) through close-out, ensuring compliance with corporate policies and procedures, legal guidelines, FAR/DFARS clauses, and customer requirements. Work on complex subcontract matters in both domestic and contingency locations and provides Program Management with contractual guidance while exercising sound ethical and professional judgment within a broadly defined best practice and written policy structure. + Performs a full range of subcontract activities associated with the administration of subcontracts.
+ Qualifies suppliers, issues RFP's, evaluates proposals, documents cost and/or price analysis, executes subcontracts incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations, and maintains compliant subcontract files in accordance with established procedures and FAR guidelines.
+ Monitors subcontractor performance to ensure that all contract terms and conditions are met while adhering to cost/schedule and mission requirements.
+ Documents subcontractor performance using the V2x Subcontract Past Performance Rating System - SPPRS.
+ Uses judgment to interpret internal and external issues and develop best practices.
+ Makes recommendations to management on subcontract issues, and execution of subcontract documents.
+ Drives innovation in acquisition strategy for responsible programs/subcontracts
+ Owns the subcontract content for responsible programs
+ Assists in coordination with other functional areas on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.
+ Awards subcontract total value, authorizes funding, reviews and validates subcontractor invoices for payment monitor's balance.
+ Uses specialized knowledge to solve complex and unique problems.
+ Provides subcontract support to the Business Development/Capture Team.

Qualifications
+ Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ BS/BA Degree and 3 years' professional experience relating to subcontracting, purchasing, contract management, business/finance, and/or sales.
+ Must be able to reside on site, India or The Philippines
+ May be required to travel on Temporary Assignments to Programs both CONUS/OCONUS in support of program and mission requirements.
+ Experience:
+ Approximately 1-2 years of experience serving in contracts, procurement, or subcontract department(s) with direct experience working with subcontract actions I files and minimal exposure to associated software systems (i.e. On Base, AS400, Federal Funding Accountability Transparency Act Reporting System, Contracts Management Database, etc.).
+ Skills:
