**This position will be physically located in the Philippines in support of LOGCAP**
Under the supervision of the Site Manager, the Supply Manager provides management and oversight of all Supply and Warehouse related functions supporting the U.S. Army in Subic Bay, Philippines under the LOGCAP V contract. The Support services provide U.S. Army operational project (OPROJ) capabilities in response to Humanitarian Assistance / Disaster Relief (HA/DR) events, as well as supporting execution of annual exercises through the storage of non-lethal stocks, exercise materiel, and equipment in the Philippines. Responsibilities include, but are not limited to Supply and Warehouse management and Subcontractor oversight in the performance of warehousing and property accountability, as well as, Supply Support Activity, Central Issue Facility, Installation Property Management, SSSC, and Class I. Serves as a key customer contact for program activities. Establishes milestones and monitors adherence to plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Ensures contract personnel, to include subcontractors, are trained, qualified and certified as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the LOGCAP Performance Work Statement (PWS). Will serve as Deputy Site Manager and may fill in for Site Manager during absences.
Responsibilities

Qualifications
+ Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ Bachelor's Degree preferred; Associates Degree required
+ Global Combat Support System Army (GCSS-A) Warehouse Certification Required
+ Global Combat Support System Army (GCSS-A) Property Book Officer / Manager Certification preferred
+ Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
+ Must be a U.S. Citizen
+ A valid Driver's License is required for all Labor Categories in the Philippines.

**JOB SUMMARY**
+ Utilizes advanced skills to perform complex preventive maintenance and corrective repair of buildings, industrial systems, vehicles, equipment and grounds.
+ Working under limited supervision, monitors building system operations and performance.
+ Utilizes several trade skills such as carpentry, plumbing, electrical, painting, roofing, heating and cooling.
**ESSENTIAL DUTIES AND RESPONSIBILITIES**
+ Complies with all applicable codes, regulations, governmental agency and Company directives related to building operations and work safety.
+ Inspects building systems including fire alarms, HVAC, and plumbing to ensure operation of equipment is within design capabilities and achieves environmental conditions prescribed by client.
+ Oversees and inspects the work performed by outside contractors. Contracted work includes landscaping, snow removal, remodeling, HVAC, plumbers, and cleaning.
+ Performs assigned repairs, emergency and preventive maintenance.
+ Completes maintenance and repair records as required.
+ Reviews assigned work orders. Estimates time and materials needed to complete repair. Orders necessary materials and supplies to complete all tasks.
+ Maintains an energy management program to ensure measures are taken to operate all systems in the most efficient manner to keep operating costs at a minimum.
+ Maintains the building lighting system, including element and ballast repairs or replacements.
+ Performs welding, carpentry, furniture assembly and locksmith tasks as needed.
+ Responds quickly to emergency situations, summoning additional assistance as needed.
+ Performs other duties as assigned.
Qualifications:
+ Licensed Electrical/Mechanical Engineer (Required)
+ At least 2 to 3 years' working experience as Building Engineer for a commercial property

- Policy Development & Review: Lead the creation and periodic revision of facility-related policies to meet ISPS standards, safety protocols, and Subic Bay Freeport Zone regulations. Ensure alignment with Agila Subic's goals and stakeholder expectations, including those of the Philippine Navy.
- Quality Assurance: Develop a quality framework for policy creation and maintenance, ensuring policies are detailed, accessible, and understood by all employees. Assess policy quality, focusing on compliance, security, safety, and environmental standards.
- Policy & Risk Management: Ensure compliance with Philippine regulatory frameworks, SBMA regulations, and international facility management standards. Conduct risk assessments to identify and address areas of non-compliance that could impact operations or reputation.
- Stakeholder Engagement: Work with department heads in Site Operations, Security, and Legal to align policies with operational and compliance needs. Serve as the liaison with external regulatory bodies to ensure policies are updated according to regulatory changes.
- Training & Development: Create and manage training programs to ensure staff, subcontractors, and facility management teams understand and follow relevant policies. Collaborate with HR to conduct policy training workshops across all departments.
- Continuous Improvement: Regularly update policies based on feedback, audits, and regulatory changes. Stay informed about industry standards and SBMA guidelines to recommend policy adjustments.
- Audits & Reporting: Perform internal audits to assess compliance with Agila Subic policies and provide regular reports to senior management. Monitor and report on policy implementation to the Philippine Navy and other stakeholders.
- Regulatory Compliance: Develop and lead HSE Department in formulating policies, procedures, and guidelines. Oversee and manage personnel that will allow Agila Shipyard to consistently meet regulatory reporting deadlines including timely renewal of all permitting requirements.
- Bachelor's degree in business administration, Legal Studies, Risk Management, or a related field.
- At least 5 years of experience in policy management, compliance, or quality assurance, ideally within property management or maritime sectors.
- Knowledge of ISPS compliance, SBMA regulations, and Philippine facility management standards.
- Strong communication skills for engaging with internal teams and external regulatory bodies.
- Experience in risk assessments and audits.
- Excellent organizational and leadership abilities with attention to detail.
