Overview
***This position is physically located in the Phillipines in support of LOGCAP***
Under the supervision of the Sr Operations Manager the Property Manager will adhere to the life cycle outcomes of Property Management for the V2X program in accordance with FAR Clause 52.245-1, Performance Work Statement, and the Property Management Plan. Manage the company fiduciary accounts with the Theater Property and the Installation Property Book Office ensuring accuracy and compliance of records. Coordinate transfers and support to the customer in accordance with AR 735-5 for property and materiel responsibility transfers. Must be able to maintain a professional transparent relationship with auditing agency ensuring timely submissions and responses to all requested actions.
Provides guidance on government regulations pertaining to property accountability; develops, recommends and implements property administration policy. Provide training, mentoring, effective and efficient management of all Government Furnished Property and Company Acquired Property for Vectrus. Coordinate with Property Custodians to ensure and maintain 100% accountability of Government Property in accordance with applicable Government regulations and Vectrus Property Management Plan. Ensures compliance with prescribed V2X Property Management Plan, Performance Work Statement, and Federal Acquisition Regulations. Provide the government with routine, monthly, special, and annual reports. Maintain an IUID registry for all assets procured or transferred that meets the governments requirements. Ensures all Government Furnished Property (GFP) and Contractor Acquired Property (CAP) are properly tracked, documented, and identified in Vectrus Property Book records. Maintain 100% accountability of all company property records through the Maximo Implementation System and must have knowledge of Army Supply System including DLIS Fed log. Provides management direction, training and oversight to include overseeing day to day property control operations; may include but not limited to, administrative adjustment reports, cyclic inventory reporting, proper storage of property, sensitive items inventories, receiving, shipping and preparation of all supporting documentation. Routinely visits all work locations to provide assistance and ensure that the program is being managed properly and effectively in accordance with prescribed directives. Perform duties involving requesting, receiving, issuing, accountability, and preservation of all GFP, and review complete work for accuracy and compliance with established procedures. Provide technical assistance to departments and upper management as needed. Manage and maintain through periodic maintenance, administrative records and submit program status reports IAW established project operating procedures (POP), standard operating procedures (SOP), work instructions (WI) and the contract. Perform duties involving LOSS process through the Property Administrator Reach Back Program, and request for Letter of Technical Direction (LOTD) for gains or losses for assets not procured or disposed of by routine methods. Performs other duties as required.

Qualifications
Minimum Qualifications:
+ Bachelor's degree and two years' experience or High School diploma and eight years' experience.

+ Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
+ Must be a U.S. Citizen
+ Must be able to obtain secret clearance if required.
+ A valid driver's license and the ability to obtain a U. S. Government Motor Vehicle Operator's License and host nation Driver's License, is required.
Experience:
+ Minimum of 6 years specialized experience in property management operations.
+ A minimum certification of a Certified Property Professional Administrator from the National Property Management Agency is highly preferred.
+ Must be familiar and able to train Property Management operating systems.
+ Must be familiar with appropriate FAR, DFAR's, AR's (Army Regulations) and correct publications concerning 10 Lifecycle outcomes.
Skills:
+ Must exhibit strong organization and communication skills.
+ Must feel comfortable delegating and possess skills to include scheduling workers, keeping track of staffing and keeping their staff motivated.
+ The most significant experience is education or training from work experience in a related occupation.

The Supply Technician reports to the Site Manager and is responsible for supervision and execution of logistics services supporting the U.S. Army in Subic Bay, Philippines under the LOGCAP V contract. Contract support services provide U.S. Army operational project (OPROJ) capabilities in response to Humanitarian Assistance / Disaster Relief (HA/DR) events, as well as supporting execution of annual exercises through the storage of non-lethal stocks, exercise materiel, and equipment in the Philippines. Possesses a functional, comprehensive working knowledge of the US Army Supply System, including both Wholesale and Retail Operations. Individual must be familiar with and have the ability to identify Military and commercial equipment, including a working knowledge of sets, kits, and outfits (SKOs). The Heavy Equipment Mechanic (HEM) works under the guidance of the Facilities Operation & Maintenance Manager. The Heavy Equipment Mechanic (HEM) is responsible for the diagnostic and repairs of military/civilian light, medium and heavy wheeled equipment. Troubleshoots malfunctions, and repair, rebuild and maintain heavy equipment. Operate and inspect machines or equipment to diagnose defects, dismantle and reassemble equipment, using hoists and hand tools, examine parts for damage or excessive wear, using micrometers and gauges, repair or replace parts as required; service, repair, rebuild, overhaul and maintain the aforementioned types of equipment, as well as major assemblies and components of that equipment including engines, transmission, fuel injection systems, hydraulics systems, ignition systems and electrical systems.

+ Inspects, tests, repair, maintain and operate various wheeled and non-wheeled equipment/vehicles, including 7-Ton Trucks, 5-Ton Trucks, back-loaders, tractors, trailers, pumps and generators to determine equipment serviceability and proper operation. Service equipment with fuel, oil, water, coolant, treats for corrosion, hydraulic fluid, refrigerant, and compressed air, disassembles and assemble malfunctioning accessories and components. Remove, disassembles repairs, clean, treats for corrosion, assemblies and reinstalls components and accessories. Dispose of hazardous materials and waste in accordance with all state, local and federal environmental standards and regulations. + Perform scheduled maintenance, diagnosis and isolation of previously identified and traced equipment malfunctions, replacement of major assemblies/modular components that can be readily removed/installed and do not require critical adjustment.
+ Functional services required include but are not limited to: Automotive Maintenance and Engineering Equipment Maintenance. In addition, the HEM shall perform routine repair service that includes, but is not limited to, oil changes & lubing; tire rotation; work on brakes; suspension; heat / air conditioning systems; electrical systems; diesel engine repair; hydraulic systems, and other repairs normal and customary for maintenance of Marine Corps equipment.
+ Extensive use of basic shop equipment, diagnostics equipment, hand tools, power tools, air tools, and lifting devices. Steel Toe shoes are required. Personal Protective Equipment (PPE) is required in certain areas while work is being conducted. Such PPE includes, but is not limited to: Face Mask, head, foot, hand, vision and hearing protective devices. Periodic use of computer systems and multi-function devices (MFD).
+ Perform troubleshooting and diagnostics with the appropriate diagnostic equipment to identify equipment defects or issues.
+ Identify repair/replacement parts using associated TM for requisition
+ Utilize GCSS-A to order repair/replacement parts
+ Document maintenance actions in GCSS-A
Qualifications
Local National Requirements:

+ High school diploma or equivalent.

+ Experience:
+ Approximately five (5) years' experience as an electrical, hydraulic, pneumatic systems maintenance mechanic, and Heavy Equipment or diesel maintenance experience.

+ A valid Driver's License is required for all Labor Categories in the Philippines.

Responsibilities

+ Be able to create or edit existing Standard Operating Procedures (SOP) on new or upcoming changes.
+ Ensure the Quay stays in compliance with all Philippine Ports Authority requirements.

Qualifications

Under the general supervision of the Logistics Coordinator II, Expediter provide Customs clearance of all US Government Owned Goods coming into and out of theatre and ensure that they meet all applicable laws. Provide guidance to customer for effective clearance methods while complying with local Customs laws and regulations. This job also requires you to liaise with officials in various agencies to ensure goods are cleared through customs. You will also arrange for transportation, warehousing or product distribution of imported or exported goods and liaise with Freight Forwarders.
Responsibilities

+ Responsible for providing necessary approvals for the Customs exemption of all US Military and Government Owned goods, import and export, in accordance with the Defense Cooperation Agreement. This effort entails screening documents for errors, confirming compliance with Customs Clearance regulations, and obtaining approvals from the local customer and host nation General Administration of Customs.
+ Authorize the clearance of express carriers (DHL, FedEx, and UPS) parcel shipments and verify contents of trucks at location. Employee is required to be at the site of delivery, to verify that the shipments delivered are destined to a US Military installation with no discrepancies.
+ Employee is required to be fully conversant with local laws and regulations. Must maintain understanding and keep up-to-date with changes as they occur, so as to be able to advise customers on import and export restrictions, new requirements and all other customs related matters.
+ Liaise with shipping agents when necessary to conform requirements for all applicable regulations and policies approval are to standard.
+ Notify customers of approval of all applicable regulations and policies forms and arrange for collection. For customers without base access, arrangements have to be made to hand documents at an off-post location.
+ Provide customer with tracking of clearance progress. Enquire about any delays or disapproval of Customs clearance.
+ Maintain a database of all Forms processed and delivered to customer. Daily entry of shipment details is required to have visibility of all import and export shipments granted Customs exemptions.
+ Maintain functional files under ARIMS filing system.
+ Performs other duties as assigned.
Qualifications
+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
+ High school Diploma is required.
+ Must be able to speak, write and read English.
