I. BACKGROUND
Clean Air Asia is one of the implementing organizations of the Integrated Urban Climate Action for Low-Carbon and Resilient Cities (Urban-Act) project in the Philippines together with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Institute for Climate and Sustainable Cities (ICSC), and the project's political partner, the Department of the Interior and Local Government (DILG).
The Urban-Act Project supports the transformation towards low-carbon and resilient urban development in the Philippines, India, Thailand, China, and Indonesia. It aims to contribute to implementing the Nationally Determined Contributions (NDC) and the 2030 Sustainable Development Agenda. This will be done at the country level by addressing enabling conditions and development of frameworks with a focus on technical services, cross-sectoral and multi-level coordination, and incentives for urban climate action and; at the city level, strengthening of the capacities of cities for mainstreaming climate change into urban development and in supporting the development of climate-sensitive urban development plans.
II. OBJECTIVES

III. SCOPE OF WORK
Duties
Under the direct supervision of the Urban Planning Specialist and in coordination with the Clean Air Asia Urban Act Team, the duties of the Research Assistant will include:
- Research, data organization, analysis, and synthesis
- Provide support in research, data gathering, reviewing, compiling, and analyzing relevant national and international policies, frameworks, guidelines, and programs related to urban planning, transport planning, and climate action.
- Project coordination and monitoring
- Support in project coordination and liaising within the Clean Air Asia project team, the project's technical experts and consultants, the project's pilot cities, and the national and regional consortium partners.
- Support in monitoring the project progress in line with the project workplan, making sure that activities, deliverables, and resources utilization are on track. This includes updating the workplan and budget and drafting narrative and financial reports.
- Stakeholder engagement
- Participate and contribute ideas in discussions, meetings, webinars, workshops, and other related events and activities with project stakeholders including national and regional partners, as well as stakeholders from the project's pilot cities.
- Documentation and report writing
- Support the Clean Air Asia project team in drafting, completing, and finalizing related project narrative, progress, and technical reports.
- Responsible for the documentation of meeting proceedings and other project-related activities, as well as other pre- and post-activity engagements such as drafting, completion, and finalization of workshop and analysis reports.
IV. OUTPUTS AND DELIVERABLES
The Research Assistant is expected to submit outputs to be agreed during the course of the assignment. The Research Assistant will also be required to participate in progress team meetings and fieldwork as necessary in the implementation of assigned project activities.
V. QUALIFICATION STANDARDS
- A university degree in Urban Planning, Environmental Science, Environmental Management, Public Administration, or other related fields of studies
- Has relevant experience in project delivery and stakeholder coordination related to urban planning, climate change, or policy development
- Has experience in handling and analyzing data, stakeholder coordination and engagement, comprehensive written outputs, and team-based delivery of outputs
- Competence and proficiency in using online Microsoft Office tools and applications
- Excellent research and oral and written communication skills
- Has great attention to detail; follows a systematic and organized approach towards work
- Ability to work independently and as part of a multicultural and multidisciplinary team
VI. DURATION AND REMUNERATION
The Research Assistant (Consultant) will be appointed for six months under a full-time, fixed-term consultancy contract, with a possibility of extension based on satisfactory performance and availability of project funding. The remuneration is competitive but may vary subject to the candidate's professional qualifications and work experience.
