PURPOSE
The purpose of the Compliance Manager role is to manage and maintain a regulatory compliance framework, promoting a compliance culture across the business.
DUTIES AND RESPONSIBILITIES
Primary
Conduct periodic 2nd line monitoring reviews as detailed in the Compliance Monitoring Programme on a variety of 1st line activities performed by the business to ensure various regulatory requirements are being adhered to (ie. the Anti-Money Laundering policy), these will include monitoring activities like the following, but not exhaustive to:
Newly onboarded applications by various sales channels
- Amendments to existing customer information
Financial loss reviews as a result of a customer complaint
Create and maintain the Monthly Information pack (reporting) as a result of the monitoring activities completed, this would include summarising how effectively the business units maintain controls and procedures to ensure regulatory standards are met and good customer outcomes are achieved
Build relationships with key internal departments across the group; this will include when delivering feedback to departments on the results of the monitoring completed
Assist and work closely with the Regulatory Compliance team members, provide support where required
Coordinate and liaise with various business areas and individuals to obtain accurate information for regulatory returns with the support of Compliance team members
Maintain current knowledge of relevant regulatory changes, and recommend improvements where required
COMPETENCIES (KNOWLEDGE / SKILLS or ABILITIES / BEHAVIOUR)
- An understanding of relevant financial regulatory laws, rules and regulations as appropriate to the card acquiring business and apply them to the business (including Anti-Money Laundering)
- Experience within a second line function or monitoring function would be advantageous
- Financial/Regulatory compliance related qualifications advantageous but not essential
- Proven excellent written and verbal communication
- Ability to objectively assess compliance standards within the business and make suitable recommendations
- Sound reasoning and decision making
- Ability to build and maintain positive working relationships
- Strong organisational skills and attention to detail

The Regulatory Reporting Analyst on the Apex Finance team is responsible for handling regulatory reporting functions of the firm. This role interacts with several APEX teams, including Billing, Accounting, Treasury, Client Service, Operations, Compliance, and Technology.
The Regulatory Reporting Analyst must be a critical thinker, analytical, energetic, and possess strong attention to detail. Specifically, this individual is expected to focus on complex daily tasks, independently solve problems on behalf of themselves and other team members, help recommend and implement ideas that improve the overall group performance and become familiar with security rules relevant to regulatory reporting. The ideal candidate will have experience in broker-dealer accounting and broker-dealer operations.
What you'll do all day:
- Protect customers. Assist the team in ensuring the firm is in compliance with Rule 15c3-3, (customer protection rule) in a constantly changing environment, which includes continually learning and applying the rules.
- Report accurately to the SEC. Take a vital role in the preparation of the firm's FOCUS report according to rule 15c3-1. This will include preparing the regulatory balance sheet and schedules relating to regulatory capital charges.
- Be involved in futures industry reporting. Have an active role in preparation in daily and monthly reporting for our futures business. Be active in continually developing and improving processes to ensure the firm remains in compliance at all times.
- Participate in weekly and monthly meetings for reserve calculations and FOCUS reporting. This position will have the opportunity to participate in meetings which include executive members of accounting and operations on a regular basis. This will include presenting pertinent data to assist the team in making regulatory decisions.
- Assist in the accounting close. Will create schedules and entries for the accounting close for regulatory reporting related accounts.

- Calculate daily segregation requirements of the futures business according to Title 17 of the CFTC.

- Tracking of payments maintained and kept up to date
Trade & Transaction Reporting
- Working knowledge of MIFIR, RTS 22 or ESMA guidelines on transaction reporting
- Responsible for the preparation of reconciliations and investigation
- Responsible for identifying issue, owning items through to completion
- Vendor management/relationship with the ARM (Approved Reporting Mechanism)
- Responsible for the UAT/Beta testing of changes to system to ensure correct reporting to the FCA
- Producing/oversight of management information highlighting risks
- Assisting with replays/back reporting requirements
- Provide coverage across EMIR reg reporting, MiFID II Research Costs and EMT/RTS28 reporting
- Ensure operational effectiveness of systems and controls
Regulatory Reporting
- Responsible for calculating Quarterly PRIIPS Transaction Costs for MiFID impacted funds
- Responsible for producing Annual RTS28 reporting
- Ensure operational effectiveness of systems and controls
- Responsible for identifying and remediating data issues, owning items through to completion
- Vendor management/relationship with the Vendor (Bloomberg)
- Producing/oversight of management information highlighting risks
- Responsible for driving process improvement and digital automation within the process
- Provide coverage across EMIR reg reporting, FCA transaction reporting, EMT/RTS28 reporting and MiFID II Research Cost
- Ensure that documentations and procedures are up to date and proper control measure are in place.
Stakeholder Management
- Effectively communicate with various stakeholders globally, PMs, Analysts, Brokers, Finance Technology, Compliance, Risk and establish a high level of credibility with business unit contacts
- Identify and recommend opportunities to refine operational effectiveness of processes and controls
- Identify and escalate any service issues received from customers and stakeholders
Special Projects
Special projects will arise from time to time that will require strong financial knowledge, strong analytical and organizational skills with an innovative mindset. The role will be responsible for handling projects as required by the management pertaining to the introduction of new services, products and processes designed.
Required Qualifications
- University degree in accounting and finance or business
- 5+ years of progressive experience in a financial services company and/or shared services environment
- Regulatory reporting experience is an advantage
- Good understanding of the end-to-end production environment, and the impact of changes to the reporting process, production schedule, and all the systems and applications supported by Finance.
- Excellent analytical, problem-solving, and influencing skills.
- Ability to remain updated on the evolving regulatory landscape – including new/amended rules & regulations and hot topics in risk management.
Preferred Qualifications
- Ability to work in ambiguous environment and adapt to change while managing time and workload with aggressive timelines.
- Strong interpersonal skills and ability to work effectively across cultures. Excellent English written and verbal communication skills.
- Proficient in using Bloomberg Terminal and functions; RHUB, AUDT, TC
- Intermediate to Advanced knowledge of Excel (i.e. mastery of excel formulas and pivot tables is a must; VBA is a plus). Proficient in MS Office suite including Outlook, Word, Power Point, and Project.
- Capable of building a business case for potential process improvements including cost/benefit analysis
- Flexible on shift and overtime may be required to meet business deadlines.
- Participates in educational opportunities; reads professional publications; maintains networks and participates in professional organization to always be up to date on job knowledge.

The Finance Reporting Analyst 2 is an intermediate level position responsible for the generation, tracking and submission of financial reports in coordination with the Finance Team. The overall objective of this role is to accurately prepare and report business/financial transactions, reports and statements in accordance with local regulatory guidelines.
**In this role, you're expected to:**
+ Support the analysis and submission of reports to various constituencies (local regulators, SEC, Fed, OCC, etc.) based on requirements such as US GAAP, US Regulatory, and local statutory reporting
+ Assist with closing the books and sub-ledgers, including passing appropriate required adjustment entries and consolidating financials at the end of each accounting period
+ Facilitate the implementation of procedures and the development of analyses and reports
+ Deliver routine and defined outputs
+ Escalate problems or issues related to transactions, processes, reports, or procedures
+ Integrate established disciplinary knowledge within own specialty area with basic understanding of related industry practices
+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
**As a successful candidate, you'd ideally have the following skills and exposure:**
