We are seeking an experienced and strategic Procurement Lead to manage and optimize our purchasing activities for the Food & Beverage business. The Procurement Lead is responsible for leading all procurement activities in the country, serving as the primary contact for interactions with external vendors. **Position Responsibilities:**
+ Heads all country procurement matters and be the first point of contact for all procurement related activities with external third party vendors
+ Organize and chair the local Procurement Council as well as reviewing and coordinating the execution the relevant resolutions out of the Council.
+ Assist Procurement Council to manage company's procurement following Asia Procurement strategy and objectives.
+ Support a roll out of procurement best practices within Company.

+ Work with Asia Procurement to develop/enhance the underlying category Total Cost of Ownership (TCO) model and benefits tracking approach to be used during the sourcing event.
+ Develop vendor analyses, using Manulife standard tools, to present potential vendors to the cross-functional sourcing team.
+ Lead the RFx process by developing the RFx from Manulife standard templates and distributing the RFx according to policies and procedures. Collect data and information necessary to define Manulife's requirements for the RFx.
+ Respond to, escalate, track and analyze vendor inquiries with regards to the RFx.
+ Engage and coordinate local functional subject matter experts, such as legal, tax, risk management, etc., in support of procurement initiatives.
+ Develop RFx summaries and vendor evaluation matrices, using Manulife standard templates, for the cross-functional sourcing team to evaluate vendor responses.
+ Document results from the sourcing activities
+ Deliver target savings and repot the results based on the developed savings methodology

**Required Qualifications:**
+ Graduate degree (business, finance, accounting or law preferred)
+ 8+ years of progressive experience in procurement, contract management and/or vendor management roles

The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM's Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Procurement Lead, Latin America.

The Procurement Lead, Regional Accounting Services will work in close partnership with Asia Pacific Field Office operational staff to ensure the end-to-end process of the procurement of goods and services takes place successfully through Workday. This will involve ensuring regional suppliers are correctly vetted and entered into Workday, ensuring regional procurement operations take place within Workday and in accordance with IJM's global procurement policies, identifying capacity development needs for Asia Pacific Field Office staff to use Workday for procurement, and delivering training. This position will support the work of justice by participating in the essential business functions of supplier management primarily for the Asia Pacific region.

This position is based in the Asia Pacific region and reports to the Manager, Global Procurement.

Responsibilities:

  1. Vet and negotiate contracts with vendors and potential vendors for entry into Workday.

  2. Maintain a close relationship with regional leadership, operations, and financial management staff for the purpose of collaborating to find enhanced processes and guidance for effectively supporting Field Office financial operations and division goals.

  3. Regularly review and update accounting and finance policy and procedure manuals to ensure the Field Office procurement operations consistently comply with IJM global internal controls and other local and regulatory requirements for purposes of mitigating financial and reputational risks.

  4. Collaborate with Field Office leadership and finance teams to create and/or update their local addenda/supplement/best practice manuals to guide local operations for compliance with local laws.

  5. Improve existing and/or create new Field Office training materials and accounting guidance related to Procurement as resources for site visit support by finance teams as well as for onboarding new finance staff in Field Office locations.

  6. Perform on-site Field Office support and training (as needed) to Field Office finance and general staff on accounting policies, procedures, and internal controls for effective performance in relation to procurement and effective use of Workday.

  7. Ensure that effective document management of Field Office procurement operations, best practice, vendor records, and tax details for audit and history are within Workday.

  8. Support implementation of all procurement through Workday through vendor review, acceptance, and reporting to give clear visibility on spending for effective management and compliance to prevent financial and reputation risks to IJM.

  9. Participate in IJM's community of spiritual formation.

Qualifications:

Education & Experience

  1. Bachelor's degree in a business-related field like Business Management, Contract Management, or Procurement.

  2. At least 3 years' experience as line level manager, with a minimum of 2 years in purchasing division, or any other related position.

  3. Experience with Workday or similar ERP systems is essential.
