Job Summary:
To assist Credit Policy Head in:
- Ensuring the development and/or updating as well as the issuance of the relevant guidelines/policies (and procedures as necessary) governing the lending activities of the Bank.
- Fulfillment of Credit oversight in reviewing credit policies from RCBC Bankard, PPCs and attending credit committee/ portfolio review meetings
- Monitoring of policy deviations and exceptions, ensure proper approvals were secured, and that deviations remain within approved limits.
- Adjust credit policies based on delinquency trends, business targets and regulatory changes.
How will you contribute:
Credit Policy Formulation and/or Updating:
- Assist in conceptualization, formulation, and/or updating of the guidelines/policies and procedures governing the credit or lending activities of the Bank
- Ensure annual updating of Credit Policy Manuals
- Assist in addressing relevant internal and external audit findings via issuance and/or updating of credit policies and implementing guidelines.
- Provide guidance to internal customers in the interpretation and implementation of the provisions of the approved credit guidelines/policies as issued via the Riz Library.
- Assist in conducting town halls, roadshows and similar activities meant for promulgation and clarification of the latest credit policies
Exceptions Handling and Monitoring
- Ensure exceptions/ deviations to credit policy are monitored regularly, duly approved by delegated authority, remains within acceptable levels relative to total portfolio, and reported regularly to relevant units and Senior Management.
- Implement policy changes to minimize exceptions and improve approval process of exceptions, while remaining aligned with the credit risk appetite of the Bank.
Insurance Companies Accreditation:
- Conduct annual review/evaluation of the accreditation of insurance companies in accordance with internal policies and conditions of the approval.
- Work with and coordinate with various units involved in gathering information needed to accredit the companies, as well as in cascading to concerned units the prescribed risk limits of accredited companies
Operations Manual, Policies and Procedures Review:
- Review the other Lending/Business Units' Operations Manuals, guidelines/policies and procedures as may be assigned to ensure salient matters specifically regarding credit related matters (as deemed applicable) are considered and/or addressed.
Credit Policy Oversight:
- Assist in reviewing and endorsing for approval Credit Policy proposals from the RCBC Bankard Services Corp (RBSC) Credit Policy Group
- Attend monthly Portfolio Reviews and Credit Committee Meetings of various Lending Groups as delegated or in the absence of Credit Policy Head
What will make you successful:
- A bachelor's degree in Business Administration, Economics, Management and Finance. Post-graduate degree and/or relevant trainings are an advantage.
- Must have a strong working knowledge in the development of policies related to commercial, corporate, SME loans, and consumer loans.
- Significant exposure in the credit cycle for business/consumer loans, knowledge in BSP regulations and best practices in the industry
- With previous experience as a Relationship Manager/Marketing Assistant, Loans Operations or Credit Analyst for Commercial Loans preferred.
- At least three (3) years experience in policy formulation and/or in any credit related functions.

ORGANIZATIONAL CONTEXT
WFP works closely with the Government, including the Department of Social Welfare and Development (DSWD) to advance nutrition-sensitive and shock-responsive social protection programmes.
As part of this partnership, WFP supported the DSWD in leading the six-month pilot of the Walang Gutom Program (WGP) in 2024. This flagship programme addresses involuntary hunger and improves access to nutritious food. Food-insecure households receive food vouchers per month on the condition that they attend Nutrition Education Sessions (NES) as well as Skills and Productivity Enhancement Sessions (SPES). WFP and DSWD also co-developed the programme's Social and Behaviour Change (SBC) strategy to increase demand for healthier food, to improve dietary diversity among household beneficiaries, and to strengthen access to livelihood skills and work opportunities. The national scale-up began in July 2024.
JOB PURPOSE
Following the successful collaboration for the pilot implementation, WFP will continue to support the DSWD in the development of a curriculum and course design for SBC activities under NES and Skills and Productivity Enhancement Sessions (SPES). To lead the integration of skills and productivity development within the curriculum design and structure, WFP is looking for a Senior Skills Development Specialist. The holder will ensure that both NES and SPES components are reinforced and promote positive and sustainable nutrition-related behaviors. The role will support the DSWD in identifying productivity themes and lead the development of session content that will enable beneficiaries to apply their learning within their households and communities.
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):
The Programme Policy Officer (Senior Skills Development Specialist) will report directly to the Head of Climate Change and Resilience. The specialist will lead the design and implementation of productivity enhancement training curricula, carefully tailored to local contexts to ensure relevance and effectiveness. The role will include consultation and coordination with government counterparts, iterative curriculum development, and the facilitation of training-of-trainers (ToT) and direct sessions where needed. The specialist will also ensure that tools and materials are continuously improved based on field feedback and lessons learned.
Desk Review, Government Coordination and Stakeholder Engagement
Undertake a landscaping of beneficiary skills and market demand for skills in rural and urban contexts. Map existing curricula, tools, and training materials from government agencies (e.g., TESDA, DA, DTI), development partners, and local institutions to identify gaps, overlaps, and opportunities for integration.
- Engage regularly with relevant government departments (e.g., DSDW, DA, DOLE, DTI, TESDA, LGUs) to co-develop or validate training content.

Curriculum Development and Customization
Develop or adapt productivity enhancement curricula, tools, and job aids for different contexts and various profiles (e.g., upland vs coastal, rural vs. urban, women-led enterprises, persons with disabilities).

Work with technical specialists to embed climate resilience, nature-based solutions, digital inclusion, and gender-transformative elements.
Training and Capacity Building
Lead or support the delivery of Training-of-Trainers (ToT) sessions for government and community facilitators.

Facilitate select training sessions or refresher courses as needed.
Feedback and Iterative Improvement

MINIMUM QUALIFICATIONS AND EXPERIENCE
Education: Advanced degree in Agriculture, Rural Development or related field
Experience:
- Minimum of five (5) years postgraduate professional experience in productivity or livelihoods training, curriculum development, capacity strengthening, or related fields.
- Demonstrated experience working with government and multi-stakeholder coordination
- Knowledge in agricultural production, including good agronomic practices (GAP), conservation and climate-smart agriculture (CSA), natural resource management (NRM).
- Expertise in food security, food safety and quality, specifications and regulations.
- Compiling technical guidelines and methodologies
- Experienced in developing training contents, manuals and information education communication (IEC) materials.
- Familiarity with participatory training methods and adult learning principles

JOB PURPOSE
Following the successful collaboration for the pilot implementation, WFP will continue to support the DSWD for the scale-up. WFP will develop the curriculum and courses for the NES and SPES. These include the modular content of the sessions as well as capacity strengthening activities and monitoring and evaluation activities. A Curriculum Development Specialist will support this activity.
The nutrition-related content for the NES and the livelihood and skills-related content for the SPES will be drafted by the multidisciplinary team of WFP. The Curriculum Development Specialist will serve as the primary technical lead responsible for structuring the complete 3-year SBC curriculum that integrates the NES and SPES and for finalizing the initial drafts. This role ensures that each session follows the specified methodology, is grounded in food security and livelihood dimensions, and aligns with the SBC Theory of Change. This role will translate behavioral and technical content into modular session plans, facilitator kits, and assessment tools, ensuring each session includes learning objectives, participatory methods, and tools for knowledge checks and reinforcement that serve the full life cycle of WGP households.
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive)
Under the delegated authority and within the assigned unit, the Curriculum Development Specialist will report to the National Officer for Social and Behaviour Change. The role requires expertise in curriculum design, adult learning theory, and behavioral change approaches, with the ability to create materials that will be facilitated by community facilitators to WGP households and scaled across diverse socio-cultural contexts throughout the Philippines.
CURRICULUM ARCHITECTURE AND DESIGN
a. Develop the foundational structure of the 3-year progressive SBC curriculum:Design the overall curriculum architecture that serves the full life cycle of WGP beneficiaries across 36 months
- Create a progressive learning pathway that builds from foundational knowledge in Year 1 to advanced skills and behavior reinforcement in Years 2-3
- Integrate NES and SPES components into a unified course stream that promotes healthy, nutritious, and sustainable eating and productivity habits
- Map curriculum content to food security and livelihood dimensions
- Ensure alignment with the WGP's SBC Theory of Change, mapping the behavioral pathway from knowledge acquisition to practice adoption and sustained behavior change
b. Establish curriculum frameworks and standards:
- Develop standardized session plan templates that incorporate specified methodology
- Create consistent learning objective frameworks that clearly outline intended Knowledge, Attitudes, and Practices (KAP) outcomes
- Design modular structures that allow for adjustments based on process monitoring, post-distribution monitoring, or evaluation findings
Establish content layering strategies that address varying literacy levels and diverse socio-cultural contexts
SESSION DEVELOPMENT AND CONTENT CREATION
a. Lead the development of detailed course sessions and learning materials:Create comprehensive session matrices with finalized modules and delivery guides for Year 1, and adaptable content outlines for Years 2-3
- Develop detailed session plans that include discussion guides, key messages, and participatory learning activities for various learner types
- Design processing techniques and reflection activities that reinforce understanding, application, and personal connection to content
- Integrate behavior change content related to emergency food security, sanitation and hygiene, gender empowerment, community resilience, and cultural sensitivity, in coordination with WFP teams with expertise in these areas
b. Ensure content quality and accessibility:
- Adapt content to be culturally appropriate, inclusive, and accessible to learners with varying literacy levels and from GIDA communities
- Incorporate indigenous knowledge and local practices while maintaining technical accuracy and evidence-based approaches
- Design content that addresses the diverse needs of beneficiary populations including pregnant and breastfeeding mothers, children, elderly, and persons with disabilities

LEARNING MATERIALS AND TOOL DEVELOPMENT
a. Develop comprehensive learning and assessment tools:

MINIMUM QUALIFICATIONS AND EXPERIENCE:
Education:
- Master's degree, or bachelor's degree with an additional two years of relevant work experience and/or specialized training, in Education, Curriculum Development, Adult Learning, Public Health, Nutrition, Social Work, or a closely related field.
- Specialized training in instructional design, adult education principles, or behavior change communication preferred
Experience:
- Required: At least one (1) year of postgraduate professional experience in development work.
- Highly Desirable: Eight (8) years of progressive experience in development work, including at least four (4) years in curriculum development, instructional design, or educational program development, is highly desirable.
- Demonstrated expertise in developing learning materials for adult populations, particularly in developing country contexts
- Proven experience in designing participatory learning methodologies and experiential education approaches
- Knowledge of nutrition education and food security programming, with understanding of food systems approaches
- Experience with behavior change communication and social behavior change programming

ORGANIZATIONAL CONTEXT:
Smallholder farmers and fisherfolk in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have limited resources, information, and training to increase their yield and undertake value- adding activities necessary to improve their livelihoods. The economic insufficiencies deprive them of resources to spend on food security, nutrition, housing, education, healthcare, and other non-food essentials. Moreover, inadequate agricultural infrastructure, poor soil and water management practices and land tenurial issues impedes smallholders' abilities to become self-reliant. Improved climate-smart agricultural practices and equitable inclusion of women and men smallholder farmers and fisherfolk into value chains is a crucial missing link to sustainably solve the prevalent poverty index and quell the low nutritional indicators that have affected the BARMM region for decades.
WFP works with the BARMM Government and other key partners to implement an integrated package of interventions to build the resilience and self-reliance of target populations. Specifically, WFP:
- Contributes to smallholders' economic sustainability by promoting their inclusion in the value chain through creation of rural infrastructure by engaging vulnerable communities in the creation of farm-to-market roads; irrigation canals, reforestation, soil conservation and water harvesting structures, and development of post-harvest facilities.
- Supports the formation of farmer and fisher associations/cooperatives and their inclusion in value chains by strengthening access to markets such as the Home-Grown School Feeding (HGSF) Programme and other institutional markets.

JOB PURPOSE:
The Programme Policy Officer (Value Chains) will primarily be supporting Strategic Outcome 2 of the Country Strategic Plan. The holder will be part of the Integrated Resilience Team based in the Cotabato Field Office and will oversee the operationalization of WFP's Market and Livelihoods Framework (MALF) in the BARMM and capacity strengthening activities for Government partners and smallholder farmers and fisherfolk.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES:
The Programme Policy Officer (Value Chains) will receive overall guidance from the Head of Integrated Resilience, technical support from the SAMS Officer in the Country Office, and direct supervision from the Programme Policy Officer (Market and Livelihood). The Programme Policy Officer (Value Chains) will provide technical support to conduct analysis, oversee coordination, build capacities internally and of partners, oversee timely and high-quality implementation of interventions, and support the monitoring and reporting of key activities. Specific duties include:
Coordination & Capacity Strengthening
- Equip government and community partners with practical tools and guidance to analyse capacities of farmer and fisherfolk organizations, conduct market analyses, interpret findings, and design training initiatives that strengthen their production, governance, marketing and business capabilities and overall self-reliance.
- Facilitate linkages between farmer and fisherfolk organisations and local and regional markets, to connect smallholder farmers and fisherfolk to the HGSF programme and other public and private buyers.
- Advance women's self-reliance, economic empowerment and inclusion by designing and rolling-out gender responsive interventions that ensure women's participation in training and decision making, create pathways to women-led aggregation and enterprises, and remove barriers to market entry.
- Support design and piloting of inclusive financing mechanisms to improve farmer cash flow and bargaining power.
- Ensure compliance with Environmental and Social Safeguards (ESS) by conducting ESS screenings of value‑chain interventions, developing and monitoring mitigation action plans, training partners on ESS requirements, and manage grievances and reporting.
- Provide day to day supervision and management of staff and consultants working in the value chain team, where necessary support identification of expertise to augment or fill the technical gaps.
- Regularly liaise across functional units in the Cotabato Field Office and Country Office to support effective collaboration, implementation and monitoring of ongoing project activities.

- Support the Monitoring and Evaluation team to identify relevant indicators and develop survey tools to monitor the support to smallholder farmers and fisherfolk in line with WFP corporate reporting and accountability requirements.

EDUCATION:
Advanced university degree or bachelor's degree in Rural Development, Agriculture and/or fisheries, Agronomy, Climate Change Adaptation, Development of SMEs, Environmental Economics, or similar field

- Work closely with Risk Advisers, sales support, and the finance/operations team to ensure smooth policy handling.
- Participate in team meetings and contribute to process improvement discussions.
Successful candidate must have:
- Essential:
- Previous administrative experience in insurance, financial services, or a related field.
- Strong attention to detail and accuracy in document handling.
- Proficiency with Microsoft Office Suite and ability to learn broker management systems.
- Organised, able to prioritise tasks, and meet deadlines in a fast-paced environment.
- Excellent communication skills, both written and verbal.
- Desirable:
- Experience with insurer online portals and quoting systems.
- Basic knowledge of general insurance products and terminology.
- Understanding of ASIC/AFCA compliance requirements in insurance.
