Responsibilities
The Strategy and Policy Analyst Journeyman support SAF/OC CDMX Plans and Requirements Division
shall provide functional, analytical, and subject matter expertise required to advance the institutionalization across the DoD, while identifying and mitigating impediments impacting DoD MPE operational implementation. Through the DoD MPE Governance processes, and leveraging Departmental policies and guidance, work to identify required staff actions for resolution. Coordinate with the OSD and DoD Components to garner appropriate principal staff advisor and/or responsible proponent organization for enabling DoD MPE objectives and milestones. Ensure linkages are facilitated to other governance forums supporting DoD MPE objectives, to include JADC2, Digital Modernization forums, and Defense Intelligence Enterprise forums. Per section of the PWS, specific responsibilities include but are not limited to:
- Provide Chief Information Officer (CIO)/Information Technology (IT) expertise and analysis for DoD MPE execution relative to U.S. Code Title 10, 40, 44, and 50.
- Analysis, develop, coordinate, and/or provide staff action for DoD; Chairman, Joint Chiefs of Staff, and Department of the Air Force (DAF) issuances relative to DoD MPE.
- Establish relations for coordination with OSD and DoD Components for participation in appropriate forums relative to DoD MPE policy generation and implementation.
- Develop information papers, briefings, analyzes on policy actions impacting DoD MPE networks, cloud-computing, cybersecurity, transport, and data.
- Support and manage DoD MPE governance body to provide oversight and align coalition information sharing efforts with DoD Mission Partners (MP) for efficient execution of resources while improving cross-organizational awareness and collaboration.
- Support development of strategic direction regarding MPE priorities.
- Resolve issues and recommend solutions regarding DoD MPE requirements, technical architecture design, budget advocacy, or policy hindrances; conflicts between Working Groups; or other issues that do not require further escalation to the DoD MPE Executive Steering Committee (ESC) and Senior Leader Board (SLB).
- Facilitate collaboration and decision support with DoD leadership and Mission Partners when issues involve or require high levels of complexity, integration, visibility and approval
- Establish Working Groups and resolve any issues forwarded by them to the ESC.
- Guide key assessments regarding MPE issues from a doctrine, organization, training, materiel, leadership and education, personnel, facilities-policy (DOTMLPF-P) perspective.
- Facilitate meetings, slide preparation, briefing books, meeting establishment, and other necessary tasks for the DoD MPE Senate, ESC, SLB, and other forums, as required.
Qualifications
The candidate must have the following qualifications:
- Minimum of five (5) years of related work experience.
- Minimum of four (4) years of those 5 years of related work experience in support of a DoD component.
- Experience in analyzing defense strategies, policies, and directives to support decision-making, conducting research and collecting data on national security and defense issues.
- Experience assisting with developing action plans to address strategic challenges and contributing to the development of long term strategic plans.
- Proficiency in defense policy analysis, to include familiarity with national security strategy documents.
