Purpose of the Role
This role sits within the People Services – Payroll Services structure in APAC and will be responsible to execute the end-to-end payroll related processes for multiple assigned markets according to agreed service level agreements (SLA). This includes payroll processing, coordination, reporting, tax payment, related problem solving and inquiry handling. This role works closely with other HR colleagues in People Services, HRBPs and COE colleagues ensuring alignment to global and regional direction in policies and processes.
This role will also assist in the regional and global payroll projects, as needed, and stay abreast of labour, employment tax, and payroll developments in the countries within the APAC perimeter.
Job role and responsibilities:
Payroll Operations –
Prompt & accurate monthly payroll and overtime processing
- Prepare payroll reports required for internal use and/or submission to relevant authorities
- Process government claims (Employee Maternity Leave, Childcare Leave, etc.)
- Attend to regulatory surveys, audits and system
- Review and ensure payroll procedures are aligned with corporate governance controls
- Assist with preparation of salary and allowances budget and reviews
- Leave administration (where appropriate)
- Submit employees' yearly income to tax authorities
- Submit pension/social security contribution
- Liaise with Data & Reporting team to ensure data is accurate, timely & complete
- Participate in the implementation of new system
- Support other financial reporting functions and ad-hoc projects
- Employee Data Management (payroll related)
Mergers & Acquisitions – Work with Global and Regional HR integration managers to support the acquisitions and new market implementations as assigned.
Policy and Processes – Collaborate with other members of the Global and Regional HR team, Tax, IT, Legal, and Finance, ensuring effective communication, prioritization, execution, and adherence to established company policies and procedures as they related to Payroll.
SKILLS AND EXPERIENCE REQUIRED:
Hands on, functional knowledge in managing payroll operations.
Knowledge of employment regulations, social insurance, and income tax reporting for assigned countries.
Communication skills and the ability to work on a team.
Accurate documenting skills and attention to detail.
Problem analysis and ability to problem-solve.
Accounting and finance skills would be an advantage.

The APAC Payroll Services Head will be accountable for effectively and efficiently managing all operational and managerial aspects of People, Processes and Partners related to Payroll Operations. This role should ensure people growth, development, and accountability. Ensure robust governance and control over the e2e payroll operations. Work closely with all stakeholders of Global Payroll Services and build strong and collaborative relationship to enable progress for People, Processes and Partners.
Responsibilities:
- The management oversight and delivery of all services and support provided by the Payroll Organization within the cluster(s).
- The recruitment and development of high performing team members, including creating talent development opportunities for high potential staff and ensuring robust operational coverage and actionable succession plans for all critical positions.
- The cluster leadership of all change initiatives impacting the cluster, including new supplier implementations.
- Developing and maintaining strong relationships with all key stakeholders, promoting timely and open communication and productive partnerships to address common challenges.
- The Cluster Head works in partnership with the Process Owner for each process stream to ensure compliance with all standard operating procedures and timely and accurate transaction processing.
- Creates and manages the documentation of internal procedures and business requirements.
- Interacts with customers on production and project support. Plans and executes complex projects and coordinate over a broader departmental spectrum.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Process Management, Validation and Control
- Ensure Payroll operations throughout the region are executed in compliance with standard operating procedures and consistently meet the committed service standards (completeness, timeliness, accuracy).
- Manage the Payroll "footprint" (location of resources) in the region, maximizing the concentration of resources in Citi Service Centers.
- Partner with functional GPOs and GPLs (Payroll, Compensation, Benefits, Mobility, etc.) to ensure that Standard Operating Procedures are documented, understood and consistently followed in the region, and that any requested exceptions to those standards are subject to formal review and approval.
- Ensure all established operational controls and reasonability checks are performed on a timely basis, and that the results of the testing are evidenced.
- Ensure that all Operational Breakages (service and/or financial) are documented and subject to timely reporting and to source/cause analysis, and that the necessary remediation actions are completed and tested on a timely basis.
- Ensure Payroll delivery complies with all country legal and fiscal requirements and that all regulatory requirements are consistently met.
- Ensure all Payroll processes are demonstrably "audit ready" at all times and assume management responsibility for the successful outcome of all internal and external audits within the region insofar as they relate to the payroll activity set.
- Ensure regular, documented vendor reviews are performed and that appropriate measures are taken to remediate poor vendor performance. Track ongoing vendor performance to ensure full remediation has occurred.
Management and Supervision
- Provide Leadership and Management direction for the Payroll Organization within the region.
- Management and delivery against all cluster goals, including performance metrics, productivity commitments and financial plans.
- Partner with the global Payroll GPO on payroll vendor selection. Lead the cluster implementation of vendor changes, ensuring that projects are delivered on time and in compliance with all Citi TPM and Operational Readiness requirements.
- Identify opportunities for and drive improvement in control processes, delivery practices and systems.
- Share identified best practices and implement practices that have been pioneered in other cluster and/or functions.
- Provide leadership to ensure the timely cluster implementation of global initiatives.
- Drive talent development for the cluster Payroll organization, including the development of actionable succession plans for all critical positions.
- Actively support employee engagement activities for the region to promote timely two-way communication and a strong sense of ownership and common purpose across the team.
- Represent the Payroll organization in meetings with Citi's cluster leadership team and with senior visitors to the region.
- Represent and advocate for the needs of the region in Payroll leadership forums.
Qualifications:
- 15+ years of experience in a related role
- Requires basic commercial awareness.
- Ability to provide evaluative judgment based on analysis.
Education:
- Bachelor's/University degree, Master's degree preferred.
Skills And Qualifications
- Experience in an Payroll and/ or HR Services environment is beneficial.
- Demonstrated leadership experience in the operation and standardization of multi-country payroll environments, including expatriates, benefits and payroll accounting and general accounting.

Summary:

Responsibilities:
- End to End Payroll Processing:
- Work with other Payroll team members on payroll process every 10th and 25th of the month; 13th month processing, bonus, and leave conversion
- Responsible in calculating accurate earnings, bonuses and payroll of employees
- Creates and uploads import payroll files to the Sprout Payroll software.
- Ensures timely releasing of salaries through employees bank accounts
- Labor Law Compliance:
- Ensure payroll practices align with the Labor Code of the Philippines and following the company manual, including computation of overtime, holiday pay, night differential, and rest days, 13th month pay, and final pay
- Employee Support & Confidentiality
- Handles the face-to-face inquiries of employees at Inoza, BGC Taguig site with regards to employees payroll information, pay-out, and any related payroll data.
- Assist employees in opening payroll account forms, if any.
- Assist employees for HDMF loan application.
- Coordinate with employees or leaders to resolve payroll discrepancies and disputes in a timely and professional manner.
- Ensure all payroll information is kept confidential and secure.
- Tax Compliance & Reporting:

Audit & Documentation:
- Ensure to follow the filing retention and keep the final reports in its correct folder
- Maintain complete and accurate payroll records, reports, and supporting documentation
- Regularly audit payroll reports and imports to ensure accuracy.
- Support any internal or external audit requirements.
- Management Support:
- Prepares payroll reports for management as required.

Role Requirements or Qualifications:
- Certified Payroll Professional (CPP) or equivalent is an advantage
