Job Summary

The Port Operations Coordinator is responsible for managing customer requirements as per established service agreements, coordinating port call arrangements, and ensuring seamless execution of services. This role involves close collaboration with internal teams and external stakeholders to deliver efficient and high-quality support to customers.

Responsibilities:

• Collaborating with Account Sales to coordinate and oversee the service performance of husbandry port calls within the designated area.
• Responding to customer inquiries promptly and ensuring thorough follow-up.
• Managing vessel appointments efficiently, ensuring they are assigned correctly for service execution without delays.
• Ensuring advance funding is accurately transferred to the local agent's bank account.
• Verifying pre-funding is received or obtaining appropriate approval for any deviations before executing a port call.
• Effectively coordinating port calls and services, including monitoring vessel activities and addressing change requests in compliance with Ships Agency Standard Operating Procedures.
• Tracking and documenting expenses incurred during vessel port calls.
• Overseeing the execution of global port calls, working closely with Operations to meet customer expectations.
• Facilitating seamless Cash-in-Transit (Cash to Master) transactions.
• Identifying and suggesting process improvements to enhance efficiency, productivity, or cost-effectiveness.
• Logging and following up on complaints or non-compliances through established improvement processes.
• Participating in business review meetings with customers and engaging with relevant stakeholders as needed.

Qualifications:

• Experience in the marine industry, preferably in ships agency operations.
• Fluent in English (written and spoken).
• Strong organizational skills with the ability to work independently and systematically.
• Effective time management skills to meet deadlines and prioritize tasks efficiently.
• Proficient in computer applications; aptitude for learning new systems is essential.

Under the supervision of the Transportation Manager the Port Operations Officer oversees incoming vessel movements, implementing security protocols, enforcing port rules and regulations, and coordinating with various stakeholders (Agila Subic, SEAPORT). The position plays a crucial part in upholding the commitment to providing world-class services, maintaining a conducive regulatory environment, preventing pollution, and ensuring a safe and healthy workplace for all. The dual emphasis on operational facilitation and rigorous regulatory and security enforcement is paramount, reflecting the complex demands of a modern port environment and the mandates of governing bodies such as Subic Bay Metropolitan Authority (SBMA) and the Office for Transportation Security (OTS).

Responsibilities:

This position description is subject to change at any time as needed to meet the requirements of the program or company.

• Monitoring and facilitating the efficient movement of vessels, cargo within the port jurisdiction, ensuring adherence to schedules and operational plans. This involves overseeing vessel berthing's to ensure safe docking and managing the flow of goods and people through the port.
• Supervising and coordinating with terminal operators, shipping lines, cargo handlers, and other port users to ensure smooth and efficient port operations.
• Implementing and enforcing port operating procedures, rules, and regulations related to berthing, cargo handling, storage, and traffic management within the port's waterways and land-based facilities.
• Working with shipping agents, port authorities and other stakeholders to ensure seamless communication and coordination.
• Actively promoting security awareness and vigilance among all port personnel, and users through training, drills, and regular communication.
• Attending all Ship Pre-Arrival Meetings at the Trade Compliance and Facilitation Department (TCFD) Building on SBMA for incoming vessels in Quay 2, with Agila Subic.

Qualifications:

Includes some industrial production conditions as well.

• Ensure that berths are available on time to prevent the vessel from anchoring.
• Maintain vessel port efficiency while ensuring that all arrastre personnel and equipment are present upon vessel arrival.
• Ensure that the vessel departs on schedule.
• Oversee the Transport Operation of the branch.
• Oversee the container van processing such as van out and stripping, outbound and inbound processes, checking, posting, and other container van-related activities.
• Manage the correct classification of containers and proper yard maintenance
• Monitor the trucks, trailers, and equipment used for container vans such as forklifts, reach stackers, side lifters, and others, and coordinate with Technical Services LBE for any maintenance requests.
• Branch custodian of the fuel, lubes, spare parts, office supplies, etc.
• Generate daily, weekly, and monthly reports on terminal, yard, and transport operations, including container movements, dwell time, and timeliness and analyze data to identify trends and areas for improvement.
• Provide leadership and supervision to terminal, transport, and container yard personnel who are directly reporting to him/her.
• Manage and allocate the resources effectively including personnel, equipment, and facilities to meet the operational goals.
• Establish effective communication channels within the team.
• Promote a culture of safety.
• Implement performance management through assessment, coaching, and feedback.

Qualifications:

• Candidates must have a bachelor's degree in logistics, supply chain management, business administration or related field.
• Preferably with 1 year or more years experience in terminal or port operations, cargo handling, or similar role is preferred.

Brief Description

Port Operation officer will principally be focused on supervising vessel operations, coordinating with port authorities and government agencies, as well as providing analysis on vessel and terminal performance.

Key responsibilities:

1. Vessel Call Preparation

2. Check and share berthing window / prospects and actual schedules with Lines/Stakeholder

3. Order gangs/cranes and communicate call sequence
4. Declare port & vessel clearance
5. Order and coordinate husbandry / stevedoring services
6. Order and monitor supply and other services

Vessel planning

• Provide special cargo documentation to the vessel
• Follow, order, and coordinate services (husbandry and stevedoring, including bunkering and departure)
• Generate reports, manage and monitor terminal services
• Coordinate vessel sailing
• Alert Regional Operations, Lines and Berthing Manager in cases of incident
• Monitor and report procurement of terminal services and husbandry
• Monitor and report ongoing operations and productivity

Cargo follow-up

• Coordinate POL loadings with dedicated teams
• Control IMDG and special cargo. Provide IMDG data to local authorities
• Produce discharge lists
• Prioritize idle container loading
• Produce load lists to terminal
• Prepare & provide special cargo documentation to husbandry
• Compare Pre-stow with load lists
• Coordinate cut instructions with Cargo Readiness and Connection Desk
• Coordinate shut outs after vessel's arrival/departure with Cargo Readiness and Connection Desk

Post-Sailing Activity

• Reconcile cargo (load & discharge)
• Provide post-departure information (e.g. to authorities)
• Produce and provide loading / discharging confirmation
• Monitor performance / Produce Port Call Report
• Prepare and provide 3rd party feeder report
• Investigate mismatch between Port Call report and invoices received from cost control

Capable of adapting to varying work hours in response to business priorities.

Job Qualifications:

• Candidate must possess at least a Bachelor's/College Degree , any field.
• Working experience in shipping, port/terminal is an advantage
• Familiarity with the rules and regulations at the port and terminal is an advantage
• Should be dynamic, can work with less guidance and committed to work hard
• Results-oriented, with sense of urgency, flexible and pro-active
• Experience in a shipping line has an advantage.
