JOB OVERVIEW:
The position assumes full responsibility and authority in the provision of engineering services pertaining to the Electrical Engineering requirements of the Project, and in ensuring that the implementation of Electrical Engineering aspects of the Facility is in accordance with Local and International Codes and Standards, Safety and Environmental laws, sound or established engineering practices and other provisions of the Contract
Agreements or Purchase Orders. The position has the authority to recommend approval or disapproval of engineering designs, supplied plant materials and equipment, construction, and commissioning methodologies and other deliverables of Contractors and Vendors.

DUTIES AND RESPONSIBILITIES:
Oversees the monitoring and execution of electrical construction activities of projects under implementation in compliance with ERC, NGCP, and other government regulations.
Maintains direct coordination with counterparts in EPC Contractors (Plant and TL) with regards to electrical engineering matters for the Plant and Transmission Line Projects.
Maintains direct coordination with external counterparts within NGCP, and Distribution Utility/ies.
Coordinates internally and provides technical and administrative assistance for the compliance of regulatory requirements related to Electrical discipline for the Plant and Transmission Line Projects.
Oversees Owner's Site Electrical Engineers (including Owner's Engineers and other consultants) in ensuring compliance with the EPC Contracts.
Works with the ROW Team with respect to the TL/ROW Plan and Profile establishment for the basis of ROW Acquisition Budget and negotiations purposes.
Monitors and maintains constant coordination with the ROW Team to ensure that TL/ROW negotiations are accomplished in a timely manner for successor activities to be completed well within Construction schedule and ROW/TL budget.
Oversees compliance with the Distribution Code and Grid Code of the Philippines with regards to the standard settings and tests within the Code requirements.
Provides inputs in the preparation of training programs for Site Engineers by identifying specific training needs.
Leads in the review of engineering designs, plans, drawings, methodologies, procedures and execution
plans and other project documentation pertaining to Electrical discipline.
Monitors and checks the quality of works during construction of the assigned Project. Participate in the review and monitoring of Contractors' deliverables and activities during pre-commissioning and commissioning stages of the project (e.g., Training, Operating and Maintenance Manuals, As Built drawings, Conduct of Commercial Operations Tests, etc.).
Interfaces and works with counterparts in the Site Project Teams to ensure that the Projects will be engineered and implemented in accordance with applicable Local and International engineering codes and standards, Terms of Contract, and Good Engineering Practices. Assist in the analysis of constructability, safety, maintenance and operational issues encountered at the Project Sites.
Leads in the review, analysis or resolution of engineering, constructability, maintainability and operational issues relevant to the lead engineer's field of discipline which are encountered throughout the duration of the Project to develop appropriate recommendations and solutions in accordance with Local and International Engineering Codes and standards, Terms of Contract, and Good Engineering practices.
Leads in the review, analysis and endorse for approval drawings, specifications and other technical documents submitted by Contractors involved in the assigned Project incorporating comments from Consultants, if engaged, and from Project Team members.
Leads in the review, analysis and endorses for approval or disapproval supplied Plant materials and equipment, construction and commissioning methodologies and other deliverables of Contractors and Vendors.
Interfaces and works with counterparts in the Site Project Teams for the monitoring of site and project activities to ensure adherence to safety guidelines and protocols, and compliance with environmental
rules and regulations, including compliance to the Project's Environmental Compliance Certificate.
Complies with company policies, safety and security rules and code of conduct. Assists in the implementation of company policies, SOPs, safety procedures, good housekeeping, energy conservation guidelines and environmental regulations.
Adheres to AG Policy, DOLE, DOH and DPWH and other Government Agency guidelines in relation to COVID-19 policies.
Leads in the implementation of applicable EHS, quality, performance, and productivity initiatives, objectives, and key performance measures.
Performs other duties that may be assigned by his/her superior.
QUALIFICATION GUIDE:
EDUCATION : Holds a Bachelor's Degree in Electrical Engineering
LICENSURE : Licensed Engineer.
EXPERIENCE:
• With at least five (5) years of relevant experience in Project Construction, Power Plant or Industrial Plant Operation for Safety, Environmental and Information System.
SKILLS:

What You Will Do (Key Responsibilities)
TPM Program Development & Implementation:
Develop and implement comprehensive TPM programs to enhance equipment reliability and efficiency.
- Lead and support the implementation of Autonomous, Planned, and Quality Maintenance programs until full integration into Sustaining Maintenance.
Perform baseline studies of all existing machines to understand current performance levels and create/maintain detailed TPM master plans and schedules.
Equipment Performance & Improvement:
Focus on driving 'released equipment' performance improvements from Baseline to Benchmark (B2B) in collaboration with the Maintenance Engineering team.
- Work directly with new equipment development teams (MEqS, Dez team) on First Of Its Kind (FOIK) equipment to ensure High Volume Manufacturing (HVM) deployment readiness before handover to the Maintenance Engineering team.
- Assist in setting up spare parts, Preventive Maintenance (PM) documentation, and technical standards for new products and equipment.
- Focus on improving the design of release production equipment and integrate equipment improvement changes into the Change Control Board (CCB) process.
- Set up systems to monitor machine efficiencies, breakdowns, and Overall Equipment Effectiveness (OEE).
Lead and execute continuous improvement projects to optimize production processes.
Audit, Documentation & Training:
Responsible for the equipment audit process against ideal equipment configuration and validation of equipment-related Corrective and Preventive Actions (CAPA).
- Generate detailed reports on machine performance, maintenance activities, and budget tracking.
Conduct training sessions and toolbox meetings to build maintenance team competence.
Collaboration & Compliance:
Work closely with other departments to ensure maintenance activities align with overall operational goals.
- Ensure all maintenance activities comply with safety and regulatory standards.
Who You Are (Qualifications/Desired Skills)
- Education: Bachelor's degree in Engineering or a related technical field (e.g., Mechanical Engineering, Electrical Engineering, Industrial Engineering).
Experience:
Preferably at least 3 years of experience in maintenance engineering with a strong understanding of TPM program requirements.
Experience in process development and manufacturing is a preferred skill.
Technical Skills:
Proficiency in using maintenance management software.
- Proficiency in CAD for machine layouts.
Familiarity with Industry 4.0 and data transparency initiatives is a preferred skill.
