CN Green Roof Asia (CNGRA or the Company) is an investor/developer funded by Climate Fund Managers (CFM) and Norfund. We develop renewable energy projects across Southeast Asia (SEA) to contribute to climate mitigation. CNGRA currently has assets in Vietnam, Indonesia, and the Philippines.
POSITION SCOPE
We seek a diligent and proactive HSE Manager to join our enthusiastic and rapidly growing team in Manila. The successful candidate will play a critical role in ensuring companywide adherence to HSE standards and practices. The HSE Manager will implement HSE procedures across our constructing and operational sites to the utmost high standards.
JOB DESCRIPTION
Develop, implement and maintain adequate Environmental and Social Management System (ESMS) and the supporting procedures to manage HSE risk in CNGRA business operations.
Manage and monitor HSE compliance with CNGRA's, legal and investor requirements.
Track HSE permit requirements at both CNGRA and project-level and make sure they are up to date and renewed as required.
Conduct ongoing monitoring and evaluation of HSE performance of CNGRA, the projects, the developers and contractors through workplace inspections and audits
Assess project developers'/contractors' HSE capacity and commitment, risk assessment routines, and training programs that are in place.
Implement and monitor compliance with the investor's Foundations for High-Risk Activities and ensure that the equipment and procedures to achieve compliance with each of the High-Risk Activities that may occur on the project site are in place.
Monitor implementation by different departments, such as HR, Engineering, Contracting, and O&M through meetings, participation and review of reports and checklists.
Continuous dialogue and meetings with the developers/contactors on specific projects.
Review risk assessments in projects, and oversee project specific HSE risk management in engineering, and scope, specifications and requirements to EPC and O&M contractors.
Visit project sites under construction and O&M and participate in compliance audits of contractors.
Establish adequate monitoring and reporting systems at CNGRA and collect, compile and report performance data and information to support CNGRA and project reporting obligations, including to the investors.
Acting proactively in cases where HSE issues are escalating, to avoid risks to people or property. Act immediately notify CNGRA GD of any accidents or incidents, in accordance with defined processes
Set up and ensure implementation of the CNGRA grievance redressal mechanism, including on the projects.
Monitor labor and working conditions at CNGRA projects, including where activities are undertaken by a developer/contractor.
POSITION HOLDER REQUIREMENTS
Formal Qualifications
Demonstrated experience in an HSE-related role (at least 5+ years) with good references.
Experience with construction/O&M, engineering, power systems or more generally, the infrastructure sector.
Experience with risk analysis and systematic approaches to HSE management.
University degree in a relevant discipline (e.g. related to engineering, HSE or environmental studies).
Ideally experience with applying Good International Industry Practice (GIIP) and International Lenders standards for HSE management to projects, including IFC PS and WB EHS Guidelines.
Experience, Skills and Knowledge
Strong communication skills, including report writing to present information in a concise format and good oral communication.
Polite and diplomatic approach to engaging contentions topics. Effective negotiation skills including the ability to be persuasive.

Senior HSE Manager
, you will lead the strategic development and execution of health, safety, and environmental plans and initiatives across major turnkey infrastructure projects. A key focus of this role is to build and enhance HSE capability across internal teams and contractor organisations. You will play a pivotal role in contractor management and risk governance, ensuring alignment with Human Organisational Performance (HOP) and High Reliability Organisation (HRO) principles. Your leadership will drive a proactive safety culture, operational resilience, and continuous improvement by embedding capability development into all aspects of project delivery, stakeholder engagement, and high-risk activity management.
You will support the Project Management Team to provide expert advice, support and coordination to maintain compliance with Workplace Health, Safety & Environmental (HSE) legislation IMS and client requirements.

Project Safety Leadership, Expertise and Contractor Oversight
- Lead HSE function in Philippines and support HSE team development and capability growth.

Human and Organisational Performance

Incident Investigation and Analysis
- Lead investigations into serious incidents and high-potential events.
- Promote a lessons-learned culture across project teams and contractors.

Management Systems and Continuous Improvement
- Lead implementation and improvement of HSE management systems aligned with ISO standards.
- Developing and implementing effective policies, procedures and maintain systems for the identification, verification and compliance to HSE legal and other requirements
- Ensure systems support turnkey projects and contractor operations.
- Build capability in using HSE systems through training and coaching.
- Monitor system performance and use data to drive improvements.
