Job Description
- Contracted staff delegated as TSC safety officer for the project.
- Ensures contractors are complying with all HSSE and CSIP Big Rules implementation at site.
- Shall be one of the designated Site Permit Requestor (PR – for viewing only) – shall undergo Global e-PTW certification process.
- Shall review and support the JHA prepared by Contractor Company Permit Holder.
- Shall conduct daily site inspection to ensure site compliance with Global e-PTW, IOGP-CSS, CSIP Big Rules requirement and stipulated controls in the JHA and responsible for supervision in the safety implementation - scope of work.
- Shall monitor if all safety checklists needed are implemented and conduct a PTW Inspection checklist of contractors PTW once a week.
- Shall participate in daily site kick-off meetings and attend area toolbox meeting providing inputs on HSSE and be the primary resource person to conduct HSSE trainings/cascades on site. Ensure LMRA is conducted daily, indicated in the PTW and sign off.
- Shall ensure and monitor pre-execution checks are done and approved by RCSL prior start of the project.
- Shall assist and participate in the regular review of Site HRA, HEMP, Constructability Review, HAZID, and HSSE Plan providing inputs on competence requirement and development.
- Shall conduct daily site safety surveillance overlay and Peer Assist 1/Pronto audits as part of safety intervention with the contractor and conduct regular mentoring activity for Contractor Company Safety Officers and personnel.
- Arranges and facilitates the weekly virtual walkabout (DCR). Prepares pre-read materials for the virtual walks and submit to SSLT focal for support a day before the schedule walk.
- Shall assist evaluate site ERP and MERS Plan and provide recommendations and actions for competence development e.g., drills.
- Shall work closely with Terminal Manager, Construction Safety Lead and Construction Safety Area Lead and Contractor in the implementation of proactive HSSE activities (Safety Milestones, safety promo, safety intervention, safety trainings, site wide toolbox talks, team toolbox talks, etc.)
- Conducts the weekly meetings with site safety committee and monthly SSLT meetings with HSSE Committee with contractor and Leads on Weekly HSSE Management Walkabout together with Terminal, Projects, & Contractor representative.
- Performs additional function as agreed with Construction Safety Lead and Construction Safety Area Lead and Shall be verify with contractor for all equipment and tools inspection and providing quarterly sticker as per requirement.
- Shall monitor and ensure the contractor conducts the monthly color-coding sticker for their equipment and tools.
- Verifies and monitors the full compliance of the Digital Safety passport to ensure all contractor personnel working are competent.
- Responsible for inputting NMPI on SPHERA and Responsible in collation and submitting weekly, monthly, and other Construction Safety Reporting from the contractor.
- Submits initial reports or make informal reports through SMS/ call, then leading/be part of investigation team in incident investigation with the contractor.
- Ensures all IC was complying with clients & local laws (DOLE/BWC) requirements.
- Shall Monitor HSSE performance of contractor to ensure their compliance with SHELL HSSE Requirements (IOGP-CSSS recommended practices, CSIP Big Rules and related Life Saving Rules - LSR policies.).
- Implements East Construction Safety initiatives (Safety Passport Digitalization, etc.) and supporting on Construction Readiness (prior mobilization and during mobilization- set up the sites)
- Attends Projects Pre bid and Kick-off meeting with Terminal, Projects, and Contractor's representative.
- Reviews of MS with Constructability Review, HAZID, lifting plan, ERP, DOPP, FPP, etc. for both Terminal and Projects scope prior to approval from TM/PM.
- Conducts SIT for Projects workforce, monitor requirements such as FTW and its validity, NBI clearance, etc.
- Ensures conducts Alcohol testing activity together with Contractor SO/Site Nurse.
- Leads on cascade of Weekly Mass TBM, create presentations and programs, and ensure contractor to refresh all their work force daily on related topics.
- Shall be the Site Covid enforcer with coordination with contractor focal enforcer and monitor the contact tracing reporting with contractor with suspected case, positive case, site absences, leaves, visitors 2 days tracking.
- Ensures the integrity of the QMS is maintained.
- Performs other duties that may be assigned by the Immediate Superior from time to time.

JOB SUMMARY
- The Safety Officer is responsible for ensuring the overall safety, health, and environmental compliance within the organization. This role conducts regular safety inspections to ensure adherence to all relevant regulations. Promotes a proactive safety culture by identifying and mitigating risks and ensuring a safe and secure work environment for all employees.
GENERAL RESPONSIBILITIES
- Conducts regular spot field inspections and safety audits to identify potential hazards and ensure compliance with safety regulations and company policies; observes work methods and procedures of workers to determine unsafe working conditions and practices.
- Creates Initial / Final Incident Investigation Reports for medical treatment cases or lost-time incidents (including creation of Safety Alerts).

- Prepares and submits accurate and timely reports to ensure that all required documentations are complete and compliant to the labor and safety laws.
