In this role you will be a member of the Citco Banking Services Division Capital Management department, which is responsible for compliance with prudential regulatory reporting Basel III & Basel IV requirements for cross Citco Group's Banking Services Division. This covers in total four banks, with different levels of consolidation and located in three different jurisdictions: Citco Banking Corporation NV (Curacao), Citco Bank and Trust Company Ltd (Cayman Islands), Citco Bank Nederland N.V. (Netherlands, Ireland and Luxemburg) and Citco Bank Canada (Canada). The position reports VP Capital Management.

The Capital Management department cooperates with stakeholders like the Regulatory Reporting Team, Data Governance, Finance, Treasury and Risk Management on analyzing, designing and implementing the design of the reporting chain to competent authorities. This includes close alignment to Regulatory Reporting, Finance and the Enterprise Risk Management Framework.

This position offers a possibility to gain broad experience specifically in the area of Basel (capital and liquidity requirements for banks), as adopted by local regulators, including but not limiting to Capital Requirement Regulation, as well as data analysis and reconciliation. As part of the Capital Management team, you will identify areas of attention for Citco Banks and initiate the solution and implementation.

Responsibilities for External Candidates

  • Instruct on daily reporting of key ratios (Capital Adequacy Ratio, Leverage Ratio, Liquidity Ratios, Large Exposure);
  • Perform reconciliation analysis between different type of reports, identify any differences and instruct on alignments of the reports;
  • Interpret prudential and statistical regulatory reporting requirements related to Basel framework;
  • Support team producing reports, answer any ad-hock queries, provide required training sessions;
  • Support with new reports implementation;
  • Execute existing reports for Capital Management;
  • Support change management process for existing files, participate in automation projects; and
  • Maintain macros in MS Excel;
  • Enhance the automation level of Capital Management core processes (incl. ratios monitoring, as well as regulatory monitoring);
  • Support the team in different locations;
  • Work with the various Subject Matter Experts across the banks to ensure enterprise wide compliance;
  • Involve in specific business projects.

Qualifications for External Candidates

  • Must have an academic background and working level;
  • Bachelors degree in law, economics or business administration or country equivalent in a related discipline;
  • Minimum 1 year of experience in financial service industry, consultancy or audit;
  • Hands on experience with regulatory reporting for banks (either in the role of preparer or in the role of controller);
  • Multitasking and stress resistance;

Organizational Setting and Reporting Relationship

The position of Senior Financial Control Assistant is assigned to the Technical Assistance Section (CTLA-TA) of the Loan Administration Division (CTLA) within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer.

Your Role

As a Senior Financial Control Assistant, you will process technical assistance (TA) claims, provide analytical support, and help coordinate processing and administrative activities in a specialized work area within ADB. You will also assist your supervisor in coordinating work in designated units whose assigned countries have higher volume and complexity of disbursement activities.

You will:

  • Process TA and grant-funded project claims, including liquidations, for payment of consultants, contractors and other service providers under ADB and donor's technical assistance grants or trust funds. Check that the claims/billings submitted follow contract provisions, relevant financial covenants, applicable administrative orders/circulars, and established Bank policies.
  • Review consultant's contracts to monitor cost estimates, contract variations, actual disbursements by budget line items, and prepare status of consultant's contracts for information of supervisor.
  • Process disbursement vouchers, journal vouchers and other relevant payment documentation.
  • Keep track of advances and liquidations, clear matched items, and prepare monthly reports on outstanding advances and unreconciled items.
  • Maintain existing digital filing system by sorting and filing routine materials according to prescribed systems and established guidelines.
  • Prepare multiple internal and external correspondences on TA disbursement-related matters for review by supervisors.
  • Assist TA section on special projects, including process improvements and IT system enhancements, and team members with higher volumes and complex claims and liquidations.

You will need:

  • Bachelor's degree in Accounting, Business Administration, or Finance; preferably a Certified Public Accountant (CPA).
  • At least 5 years of experience in disbursement operations, auditing or accounting in financial institutions.
  • Experience with technical assistance disbursement guidelines, related project administration instructions and operational procedures.
  • Demonstrated expertise in internal control concepts and business processes to help maintain sound internal controls and assess risks related to financial reporting.
  • Proficiency in ADB standard and similar software programs used by multilateral development banks.
  • Written and verbal proficiency in English.
  • Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.

Your Key Responsibilities

Organizational Setting and Reporting Relationship

The position of Associate Financial Control Officer is assigned in the Accounting Division within the Controller's Department. You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Senior Officer.

You Role

As an Associate Financial Control Officer, you will provide analytical support for treasury accounting tasks; perform administrative tasks; establish and maintain accounting controls and records for ADB's ordinary capital resources (OCR), Special Funds, Trust Funds and Staff Retirement Plan; prepare accounting and other reports related to investments, borrowings, derivatives and foreign exchange transactions; and conduct fair valuation or revalidation of complex treasury products and review the results.

You will:

  • Review financial data, transactions and reports for accuracy, consistency and compliance with policies; prepare financial statements and reports following the United States generally accepted accounting principles (US GAAP) and International Financial Reporting Standards.
  • Support risk assessment and ensure adequate internal controls over financial reporting, including controls for accounting reports, treasury transactions, and derivatives.
  • Conduct process compliance testing to support Management Assertion over the adequacy of internal control over financial reporting.
  • Monitor and reconcile assigned accounts and follow up outstanding items. Approve vouchers under authority.
  • Review and confirm the fair value assessments from other departments and check the performance of ADB's fixed income investments, borrowings, and financial instruments. Also, ensure all supporting documents are accurate and appropriate.
  • Review and assess IT needs to improve efficiency. Suggest and coordinate system updates with the IT or Treasury Department through the assigned Specialist. Recommend manual workarounds for any system issues and ways to address them.
  • Enhance knowledge to align with evolving standards and oversee the development of accounting policies and position papers in response to changes within ADB and accounting frameworks.
  • Provide technical and procedural guidance to other staff on treasury related products, on accounting for derivatives and structured products
  • Perform any other assignments and reflected in your workplan.
Qualifications

You will need:

  • Bachelor's degree in business administration, major in accounting/finance, preferably with advanced training; Certified Public Accountant (CPA) qualification.
  • At least 5 years' experience in auditing or accounting with some supervisory role in a computerized environment.
  • Experience with US GAAP, and the application thereof to treasury investments, borrowings and derivative products, and their valuation.
  • Experience with accounting policies and reporting requirements.
  • Proficiency in computer software in common use at ADB and similar multilateral development banks and its interfaces with other Bank systems and work areas and large accounting software (e.g. Oracle ERP, SUMMIT).
  • Experience with the interaction between different teams, relevant workflows and their purpose, and business knowledge of relevant areas for appropriate application of accounting concepts.
  • Experience with the concept of internal controls and their application.
  • Proficiency in numerical analysis
  • Experience working cohesively with peers and clients and provide guidance and feedback to team members.
  • Proficiency in report writing in English
  • Experienced in scheduling to meet deadlines.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
