SUMMARY OF DUTIES AND RESPONSIBILITIES
Position is located in Manila, Philippines, American Battle Monuments Commission (ABMC). The incumbent of this position serves as a Facilities Management Specialist responsible to direct and supervise the Manila American Cemetery and Memorial (MNAC) Facilities team, and oversee the construction, repair, maintenance, and site development for projects at the three ABMC facilities in the Philippines. Incumbent ensures that construction and cyclic maintenance efforts maintain the quality, stability and longevity of ABMC properties and reduce the need for major capital investments to remediate failing structures or systems. This position is also responsible for supporting the continual growth and education of site staff in the appropriate techniques and methods of facility maintenance and engineering best practices.
MAJOR DUTIES AND RESPONSIBILITIES
The incumbent is responsible for coordinating, monitoring and overseeing facility construction and maintenance operations including associated engineering issues/upgrades in multiple engineering disciplines (e.g., safety, fire protection, landscape architecture, civil, environmental, mechanical, and electrical). Oversees construction and repair operations in multiple skilled trades including electrical, plumbing, irrigation, drainage, building construction, masonry, ventilation, painting, carpentry trades and repairs and other related systems. Specific duties include:
A. Develops and oversees a facility master plan for three ABMC sites; establishing a comprehensive long-range look at the needs for the care and maintenance of historic properties and complex mechanical systems.
- Participates with the two Superintendents, Deputy Superintendent, and the two Operations and Technical Managers (OTM), and the Paris Engineering Office in the development of the facility master plan, developing, estimating and justifying the over-all operational long-range plans.
- Prepares reports of inspections and labor and material estimates of conditions of property and equipment and materials needed for repairs.
- Submits request for materials, supplies and tools required for operational needs. The incumbent is responsible for ensuring that cyclic maintenance efforts ensure the quality, stability and longevity of ABMC properties and reduce the need for major capital investments to remediate failing structures or systems.
- Development of Performance Work Statements and project requirements for assigned projects.
- Secures the services of architectural and engineering firms to develop designs and secures the services of quality assurance firms to monitor work performed.
- Participates in the selection process for contractors and serves as a Contracting Officers Representative.
- Insures that features and specifications are compatible with host country building practices.
- Recommends building modifications to improve or alter existing facilities by inspecting and evaluating conditions, recommending appropriate changes and providing the Superintendent with a report of alternatives to meet ABMC standards and building codes.
B. Provides technical and engineering direction, guidance and instruction to facilities personnel in the correct operation of equipment and materials used to complete required maintenance activities and correlates these efforts with ongoing and planned operations to maintain and upgrade facilities.
- Analyzes electrical circuits, wiring diagrams and drawings, and installs, repairs, calibrates, services or replaces electrical devices and systems, and power generation devices to prevent overload using an amp probe, recording meter and various hand, power, and specialty tools.
- For horticulture and irrigation systems maintenance operations serves in support role to the Foreman, Manila American Cemetery, and Foreman, Clark Veterans Cemetery in. Irrigation pumping systems include 3 ea. 50 hp 1 ea. 3hp booster pumps and Variable frequency drive (VFD) which provide a constant pressure to meet the requirement of irrigation supply.
C. Inspects facilities (e.g. houses, buildings, etc); equipment (e.g. fire safety, generators, compressors, etc.); systems (e.g. electrical, irrigation, plumbing, power sources, etc.); and work of vendors to determine condition of facilities, safe operation of equipment, quality and safety of work, and scheduled maintenance using hand, power and specialty tools.
D. Serves as Project Manager responsible for the successful completion of assigned projects and components:
- Establishes schedules and methods for providing facility management and maintenance services;
- Identifies resource needs and recommends allocations of resources;
- Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables;
- Develops, modifies, or provides input to project plans;
- Implements project plans to meet objectives;
- Coordinates and integrates project activities and work processes;
- Manages, leads, or administers project resources;
- Monitors project activities and resources;
- Performs risk analysis and mitigation;
- Implements or maintains oversight of quality assurance initiatives and execution;
- Makes improvements, solves problems, or takes corrective action when challenges arise;
- Gives presentations or briefings on all aspects of projects;
- Participates in phase, milestone, and final projects reviews;
- Identifies project documentation requirements or procedures;
- Ensures compliance with ABMC guidelines for maintenance and preservation of overseas heritage assets.
- Manages and directly supervises the MNAC Facilities Team which includes 1x Plumber, 1x Electrician, and 2x Masons.
E. Supports the continual growth and education of site staff in the appropriate techniques and methods of facility maintenance and engineering best practices. Trains or coordinates training in facility maintenance and safety methods, procedures and techniques.
F. Performs other duties as assigned.
Supervision Received
Incumbent works under the supervision of the MNAC Superintendent and Deputy Superintendent.
Engineering work assignments are given in terms of goals and objectives. The incumbent is responsible for independently planning and carrying out all engineering and trades related assignments. Drafting assignments are completed independently.
Work is reviewed primarily in terms of timeliness and customer satisfaction. Engineering recommendations and decisions are considered technically authoritative with only unprecedented major construction or architectural project engineering issues regularly coordinated with more senior ABMC engineers.
Available Guidelines
Guidelines include engineering and drafting manuals, standard reference materials, ABMC and other impacting Federal regulations and procedures, and applicable host country construction requirements.
Exercise of Judgment
Incumbent has authority to interpret engineering guidelines that are incomplete, including independently choosing approach, coordinating with more senior engineers only on unprecedented of potentially highly controversial issues.
Applies judgment when working from oral instructions, blueprints, work orders and rough sketches with authority to prepare drawings and sketches for proposed work.
Nature, Level, and Purpose of Contacts
The incumbent maintains contact cemetery staff and local contractors, suppliers, utility companies. Contacts are also made and maintained with engineers and other professionals at meetings and conferences where substantive engineering and technical issues are raised, discussed and resolved.
Contacts are to obtain, provide, or exchange information regarding project, to resolve problems that arise, and to execute project activities. The incumbent develops written reports and provides oral recommendations in informal settings.
Supervision Exercised
This Position supervises 4 facilities crew: 2 Masons; 1 Plumber and 1 Electrical Technician. Supervises the facilities crew by developing job direction, assigning tasks, providing instructions as needed, and monitoring performance.
T*_ime Required to Perform Full Range of Duties after Entry into this Position*_
Typically requires three years of progressive experience interpreting and applying professional engineering knowledge, engineering drafting, and topographic surveying. Prior engineering technical experience can reduce the time required to perform the full-range of assigned duties.
Working Environment
Work is performed indoors and out-of-doors, occasionally in environments that are dusty, noisy, or which could have work hazards. The position requires a full range of physical motion in order to operate manual and electrically-powered tools and electrical test equipment, to move throughout Cemetery and to work at heights. The position may require standing and frequent bending, stooping, and reaching on a daily basis. The position may require working in confined spaces.
Education:
Completion of a Bachelor's Degree in Civil, Mechanical, Electrical and/or Architecture Engineering, or equivalent prior work experience at the required level
Prior Work experience :
Minimum of Three years' experience in maintenance and facilities management.
