The Facilities and Maintenance Department Engineer is responsible for ensuring the efficient operation, maintenance, and safety of all the company's facilities and equipment. Key Responsibilities:
1. Facilities Management
Facility upkeep: Oversee the daily operation, maintenance, and repair of facilities, including building systems (HVAC, lighting, plumbing, etc.), safety systems, and office equipment.
Ensure operational efficiency: Monitor the performance of facility systems and equipment to ensure they are functioning efficiently and effectively.
Maintenance schedules: Develop and manage a preventive maintenance schedule for all critical equipment and facility systems to reduce downtime and avoid unnecessary repairs.
Facility audits: Conduct regular inspections of facilities to identify areas requiring maintenance, repair, or improvement.

2. Equipment Maintenance & Repairs
Routine maintenance: Perform or oversee the routine maintenance and servicing of equipment, machinery, and building systems to prevent breakdowns and extend the lifespan of assets.
Troubleshoot issues: Identify and troubleshoot facility-related problems, such as electrical faults, HVAC issues, and plumbing problems, and address them in a timely manner.
Manage repairs: Coordinate and oversee the repair of broken equipment or systems, ensuring minimal disruption to operations.
Vendor management: Liaise with external vendors and contractors for specialized repairs and maintenance work when needed, ensuring quality and timely completion of work.

3. Health, Safety & Compliance
Ensure compliance: Ensure that the facilities are compliant with local health, safety, and environmental regulations, including those set by the Department of Labor and Employment (DOLE), the Occupational Safety and Health Administration (OSHA), and other relevant authorities.
Safety protocols: Develop and enforce safety standards, practices, and procedures for maintenance operations to ensure a safe working environment.
Emergency preparedness: Ensure that emergency systems, such as fire alarms, sprinklers, and emergency lighting, are fully operational and regularly tested.
Training and awareness: Conduct safety training for employees and maintenance staff to ensure they are aware of the best practices for handling equipment, chemicals, and other hazardous materials.

4. Budget and Inventory Management
Budget management: Assist in preparing the budget for the facilities and maintenance department, ensuring the effective allocation of resources for operations and repairs.
Cost control: Monitor and control costs related to maintenance activities, including parts, labor, and vendor services, and ensure that expenses are within the allocated budget.
Inventory management: Manage the inventory of spare parts, tools, and maintenance supplies, ensuring that necessary materials are always available and stored properly.

5. Project Management and Upgrades
Facility improvements: Lead or assist in facility improvement projects, including renovations, upgrades, or the installation of new equipment or systems.
Coordinate projects: Coordinate with contractors, suppliers, and other stakeholders for the timely and efficient execution of facility projects, ensuring that they meet safety, quality, and budgetary standards.
Energy efficiency: Implement energy-saving initiatives and technologies to improve energy efficiency in the facility and reduce operating costs.

6. Documentation and Reporting
Maintenance logs: Maintain accurate records of all maintenance activities, including preventive maintenance schedules, repairs, and equipment inspections.
Report preparation: Prepare and submit regular reports on the status of facility operations, maintenance work, repairs, and any identified issues to the Facilities or Maintenance Manager.
Regulatory reports: Ensure that all necessary compliance documentation, including inspection records, safety reports, and maintenance logs, are up to date and submitted to the relevant authorities as required.

7. Collaboration and Team Leadership
Manage a team: Supervise and lead the facilities and maintenance team, including technicians and contractors, to ensure that tasks are completed effectively and on schedule.
Team development: Provide ongoing training and development opportunities for the maintenance team to improve their skills and knowledge.
Collaborate with departments: Work closely with other departments (e.g., operations, production, IT) to understand their facilities-related needs and ensure that their requirements are met.

Qualifications:
Education:
Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, or any related field. < r>Professional license (e.g., Registered Mechanical Engineer, Electrical Engineer) is an advantage.
Experience:
At least 3-5 years of experience in facilities management or maintenance engineering, preferably in manufacturing, industrial, or large commercial settings.
Experience in managing teams and coordinating multiple maintenance activities.
Experience in the use and maintenance of various facility systems (HVAC, plumbing, electrical, etc.).

Skills & Abilities:

Overview
***This position is physically located in the Philippines in support of LOGCAP***
Under supervision of the Subic Bay Task Order Manager, responsible for the implementation, execution, and management of several facets of public works to include, Custodial, Pest Management, Non-Hazardous Waste Removal, Horizontal Roads, Grounds and Barriers, Service Desk, Equipment Fault Repair and Maintenance and Facilities Operation & Maintenance (O&M) providing services at two sites throughout Agila Subic, Subic Bay, Philippines. Works on solutions exercising independent judgment in developing methods, techniques, and evaluation criteria for obtaining results for the total program in concert with and at the direction of the Task Order Manager. Plans, organizes, directs, and controls the public work activities of the two sites.
Responsibilities
This position description is subject to change at any time as needed to meet the requirements of the program or company.
+ Responsible for all operations aspects of implementing the contract including personnel management, schedule management, data management, and other related operations and maintenance activities.
+ Responsible for providing logistical, supply, transportation, work controls and scheduling, and estimating to the Task Order Manager.
+ Directly oversee the various Trades: HVAC, Horizontal Maintenance, Carpenter, Plumber, Painters, Electrician, etc. Oversees a staff of approximately 30 personnel.
+ Oversee the implementation of work controls, scheduling, and resource allocation using Maximo and/or GCSS-Army, web-based tracking program.
+ Responsible for managing and leading lower-level leaders and employees performing facilities operations and maintenance related activities.
+ Develops and executes integrated corporate and departmental policies and procedures and provides input on departmental business and technical strategies, objectives, and goals.
+ Acquires resources for activity, provides technical coordination of suppliers and leads process improvements.
+ Develops and maintains relationships and partnerships with customers, peers, stakeholders, and partners.
+ Provides oversight and approval of technical approaches, products, and processes.
+ Serves as primary liaison with current and prospective contract customers.
+ Determines need and provides training for personnel to implement and complete maintenance requirements.
+ Participates in various program meeting/reviews and participates in formal briefings to both Customers and corporate management personnel.
+ Generates various reports/deliverables including monthly program status reports to the appropriate management personnel.
+ Implements enterprise tools to ensure features and benefits of the management system function are achieved to the fullest extent possible.

Qualifications
+ Minimum Qualifications:
+ Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ Bachelor's degree in an engineering or related technical discipline preferred.
+ Facility Management Professional or Project Management Professional desirable
+ A valid Driver's License is required for all Labor Categories in the Philippines.
+ Must be able to obtain and maintain a Philippine Driver's License.
+ Must be able to obtain a CAC
+ Experience:
+ Minimum of 7 years of experience in Operations and Maintenance of facility assets and utility infrastructure.
+ Previous second-line supervisory experience (i.e., Assistant Plant Manager, O&M manager, O&M Supervisor) is preferred.
+ Successful candidate must demonstrate excellent written and oral communication skills as well having computer software skills (e.g., effective use of various Microsoft software programs).
+ Direct experience working on projects in developing countries and experience working in conflict and/or post-conflict countries is highly desirable.
+ The Facilities Operations & Maintenance Manager must have strong capability in team building and personnel development.
+ Knowledge of customers (e.g., Department of Defense, United States Army Corps of Engineers and/or Department of State), as appropriate to the specific contract, is required.
+ Working Conditions:
+ Must be capable of working in tropical weather conditions with temperatures exceeding 80 degrees Fahrenheit.
+ Indoor and/or outdoor environment with very adverse and harsh conditions. Includes some industrial production environment conditions as well.
+ Physical Requirements:
+ Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
