Role Overview

WJ Groundwater ) is seeking a highly organized and proactive BPO Supervisor to oversee a multi-disciplinary back-office team based in Makati City. This team supports our international engineering and operations teams by producing and managing key project deliverables such as technical drawings, quotations, method statements, reports, and client-facing documentation.

The successful candidate will be responsible for managing workflow, maintaining output quality, responding to internal client feedback, setting up and monitoring KPIs, and driving continuous process improvement. This is a hands-on coordination role, focused on performance, reliability, and service delivery, rather than detailed technical review of engineering content.

As part of our global organization, the successful candidate will also have opportunities to visit our international operations (UK, Middle East, Canada, etc.) to gain deeper insights into how the back office supports frontline delivery and to build relationships across the business.

Key Responsibilities

Operations & Workflow Management

• Oversee day-to-day operations of the back-office team handling engineering support tasks.

• Manage and allocate incoming job requests, including drawings, quotes, method statements, and reports.

• Track turnaround times and ensure timely delivery aligned with BU expectations.

• Escalate delays or resource bottlenecks proactively.

Performance & KPIs

• Define and monitor team performance KPIs (e.g., turnaround time, revision rate, feedback score).

• Implement tracking dashboards (currently Trello and SMARTSHEET) & reports to provide visibility to local and group-level management.

• Lead weekly work-in-progress reviews and monthly performance summaries.

Quality

• Ensure outputs are formatted to WJ Group standards and templates.

• Set up internal quality control checks for formatting, completeness, and clarity.

• Gather feedback from internal "clients" (e.g., BU leaders, PM, engineers, etc.) to improve service and delivery.

Team Leadership

• Supervise a team of 10-14 staff (CAD technicians, data analysts & engineers).

• Coordinate schedules, assign priorities, and oversee leave and cover arrangements.

• Conduct regular 1:1s and promote a culture of accountability and service excellence.

Key Interfaces

• Engineering managers in UK, Canada, and Middle East

• Group technical / commercial / tendering teams

• Internal HR and training requirements from other business units

Qualifications & Skills

Required:

• Minimum 5 years' experience in a BPO supervisory role

• Strong coordination skills across document-heavy workflows

• Ability to manage multiple stakeholders across time zones

• Good working knowledge document management systems, MS365, SharePoint

• Excellent written and spoken English

• Comfortable giving constructive feedback and managing escalations

Preferred:

• Exposure to engineering, construction, or infrastructure project workflows

• Familiarity with drawing/document tools (e.g., AutoCAD, Sketch8, coordination level)

• Experience with KPI dashboarding tools (Excel, Power BI, Trello, etc.)

Working Hours

• Philippine timezone (with flexibility for some overlap with UK or Canadian hours)

• Some off-hour responsiveness may be required during urgent project deadlines.

QUALIFICATIONS:

• Graduate of any Engineering or Architecture Course, preferably with Master's Degree and licensed with additional course work in business
• Training on construction management; project management; environmental & pollution control; safety engineering; engineering management; facility management and inventory system.
• At least 5 year(s) of working experience in facilities management or related field in managerial capacity.
• Ability to coordinate personnel with diverse skills and experiences to accomplish overall planning goals.
• Technical insight and sound judgement necessary to direct other engineers and personnel in the solution of unusual problems.

Project Engineering Manager
WHAT IS THIS ROLE ABOUT?
This position will lead Supply Chain's transformational project for its Central Warehouse operations which include professional field and office engineering work related to the planning, design, construction and maintenance of capital improvement projects (preparation of basic designs, specifications, plans, estimations and reports for the development and modification of the main project); cash flow and budget management of all assigned projects; and takes full responsibility for all assigned engineering projects.

WHAT WILL YOU DO?

• Serves as project manager on the company's projects namely defining project scope & design; selecting consultants; managing changes & amendments to all design & contractor proposals; serving as the budget owner in the tender process; monitoring contractor's work & other unit's participation and keeping to the project deadlines.
• Prepares routine plans, designs, specifications, estimations and reports, including Material Handling equipment data, determining new warehouse materials and funding availability; provides engineering expertise reports.
• Reviews private development plans submitted by developers, landowners and engineers for adequacy of application and conformance with plans and specifications.
• Provides technical advice to contractors, other professionals and the general public regarding policies, codes and regulations; assists in resolving technical problems
• Select consultants, negotiate contracts with contractors and subcontractors and monitor their work onsite. Develops requests for proposals and initiates tender procedures, evaluates the bids submitted and recommends contractors.
• Leading and developing projects portfolio, and following up departments requirements and improvement opportunities to define and build up future capex plans with coordination with all related divisions and following company guidelines
• Perform any other tasks commissioned by the line manager.

WHAT ARE WE LOOKING FOR?

• Bachelor's Degree in Civil or Mechanical Engineering (Professional License and/or PMP certification is an advantage)
• At least 5 years of leadership experience in Engineering project management, Capital improvement projects, or plant engineering; exposure to the tobacco, FMCG, or manufacturing industry is an advantage
• Proficient in MS Office and SAP (MM, O2C modules) with strong technical reporting and documentation skills
• Demonstrated ability to lead complex engineering projects, from design and planning to execution and completion, with a structured and methodical approach
• Strong problem-solving and analytical skills, capable of resolving technical and operational issues effectively
• Solid understanding of project finance, budgeting, and cash flow planning and management
• Excellent communication and stakeholder management skills; able to coordinate with contractors, consultants, and cross-functional teams
• Amenable to work on a project-based contract and manage deliverables within defined timelines
• Willing to travel and oversee multiple project sites across the Philippines

KEY RESPONSIBILITIES

Project Planning & Management

• Develop comprehensive project plans, including scope, timeline, budget, and resource allocation
• Create detailed project schedules and monitor progress against established milestones
• Conduct feasibility studies and risk assessments for construction and expansion projects
• Coordinate project activities across multiple phases from pre-construction to project closeout
• Implement project management methodologies and best practices

Team Leadership & Coordination

• Lead cross-functional project teams including architects, engineers, contractors, and subcontractors

• Conduct regular project meetings and provide status updates to senior management

JOB QUALIFICATIONS

• Requires a Bachelor's degree and Licensed Professional Civil Engineer certification.

• PMP (Project Management Professional) certification is a strong advantage

• Minimum 10 years of experience in construction project management

• Proven track record managing large-scale construction or expansion projects

• Experience with Warehousing (Cold or Dry) Projects

• Knowledge of AutoCAD, or other construction design software

• Familiarity with cost estimation and budget management tools
• Understanding of Philippine construction industry standards and practices
• Willing to relocate to active construction project sites as needed.

OVERVIEW

• To provide technical due diligence for upcoming projects;
• To ensure all Design Engineering Plans related to Housing, Land Development and other Structures needed for a project are compliant to the requirements of Batasang Pambansa (BP) 220 and Presidential Decree (PD) 957, National Building Code, and Local Water Utilities Administration (LWUA) Standards;
• To implement detailed engineering and land development cost until project completion;
• To ensure that the awarded contractors are aware of the design parameters and construction considerations;
• To evaluate construction costing by conducting in-house estimate; and
• To conduct inspections to ensure quality output of contractors.
• Conduct technical feasibility study/ raw land analysis considering the following aspects of the property:
• Create the following plans to comply with the requirements for permits processing: Development Plan, Environmental Compliance Plan, Verified Survey Returns (VSR), Building Permit Plan
• Conduct site inspections in prospect sites to ensure technical feasibility.
• Conduct meetings with awarded contractors to finalize deliverables, and timelines.
• Conduct site inspections in existing projects to ensure quality assurance and quality control.
• Recommend measures to address the identified quality issues on site.
• Discuss project activities, issues, and recommended solutions to the concerned departments/individuals.

• With at least 3 years of experience in handling Real Estate projects specifically in construction, and engineering
