Safety Officer with Pollution Control Officer (PCO)

The Safety Officer with Pollution Control Officer (PCO) designation is responsible for ensuring workplace safety, health, and environmental compliance in accordance with government regulations and company policies. This role safeguards employees, company property, and the environment by implementing safety programs, monitoring pollution control measures, and ensuring compliance with the Department of Labor and Employment (DOLE), Department of Environment and Natural Resources (DENR), and other regulatory agencies.

Occupational Safety and Health

• Develop, implement, and monitor company safety policies, programs, and procedures.
• Conduct regular workplace inspections, risk assessments, and hazard identification.
• Ensure compliance with DOLE's Occupational Safety and Health Standards (OSHS).
• Lead accident investigations, prepare reports, and recommend corrective and preventive actions.
• Conduct safety orientation and training for employees, contractors, and visitors.
• Maintain and update safety records, permits, and certifications.

Pollution Control & Environmental Compliance

• Act as the designated Pollution Control Officer (PCO) in compliance with DENR regulations.
• Monitor and evaluate the company's compliance with environmental laws, permits, and standards.
• Prepare and submit Self-Monitoring Reports (SMRs), Compliance Monitoring Reports (CMRs), and other DENR-required reports.
• Implement pollution prevention, waste management, and environmental protection programs.
• Ensure proper handling, storage, and disposal of hazardous and non-hazardous wastes.
• Conduct environmental awareness campaigns and training for employees.

Coordination & Liaison

• Coordinate with government agencies (DOLE, DENR, LGUs, etc.) regarding compliance requirements.
• Serve as the point of contact during audits, inspections, and regulatory visits.
• Collaborate with management and project teams to integrate safety and environmental programs.

• Bachelor's degree in Engineering, Environmental Science, or related field.
• Accredited Safety Officer (SO2 or SO3) by DOLE.
• Certified and duly accredited Pollution Control Officer (PCO) by DENR.
• At least 1–3 years of experience in safety and environmental compliance, preferably in construction setting.
• Strong knowledge of OSHS, DENR regulations, and other applicable environmental laws.
• Excellent communication, leadership, and problem-solving skills.

• Proactive in enforcing safety and environmental standards.
• Strong attention to detail and compliance monitoring.
• Ability to conduct training and influence a culture of safety.
• Good documentation, reporting, and organizational skills.
• Team player with strong coordination and liaison capabilities.

Qualifications & experience

Tasks & responsibilities

• Coordinates with Head office and Plant operations regarding HR related concerns such as Recruitment and Selection, Payroll and Benefits Administration, Job evaluation, and Employee relations.

• Assists in handling administrative support as needed.

Qualifications:

• Has 5–10 years of experience in MEPFS (Mechanical, Electrical, Plumbing, Fire Protection, and Sanitary) design and construction
• Well-versed in relevant building codes, standards, and regulatory requirements
• International project experience is considered a plus

Technical Skills:

• Proficient in CAD drafting for HVAC, plumbing, compressed dry air systems, and fire protection
• Experienced in using software tools specific to MEPFS design and documentation
• Qualified to review, approve, sign, and seal MEPFS plans and documents
• Strong ability to prepare technical drawings, calculations, and reports for permit applications and construction execution

Key Responsibilities:

• Design, develop, and test MEPFS systems and their components
• Lead and coordinate design activities to maintain accuracy, quality, and code compliance
• Prepare and provide signed and sealed MEPFS drawings, technical calculations, and reports as required by authorities
• Ensure seamless integration of all MEPFS disciplines within overall project designs
• Offer technical expertise and support to both design and on-site construction teams

• Develop, implement, and monitor the company's Occupational Safety and Health (OSH) program in compliance with DOLE Department Order No

• Act as a member of the Occupational Safety and Health Committee (OSHC).
• Submit required safety reports to DOLE and management within prescribed timelines.
• Promote a culture of safety, teamwork, and accountability across all levels of the organization.

• Must be a Certified Safety Officer 3, as prescribed under DOLE Department Order No :

• Completion of at least 80 hours of advanced OSH training.

• Minimum of 3 years of relevant experience in occupational safety and health.
• Graduate of Occupational Safety, Engineering, or any related field (preferred but not strictly required).
• Strong knowledge of Philippine OSH Standards, DOLE regulations, and industry safety practices.
• Experience in construction, engineering, or renewable energy projects is an advantage.
• Excellent communication, leadership, and problem-solving skills.
• Physically fit and willing to be assigned on-site (e.g., Gamu, Isabela).
