Job Specifications and Responsibilities:

Talent Attraction (TA) and Onboarding:

  • Assist in organizing and executing TAs Job Fairs and Job Caravan events when needed.

  • Create payment requests for rental and workforce accommodation, ensuring timely payments as required to prevent any penalties or issues.

Conduct monthly inspections of workforce accommodation/staff house/barracks with the SHES team, ensuring proper living conditions and safety of TMs.

Compensation and Benefits:

  • Timekeeping and Daily Time Record (DTR) Management:

  • Download raw logs in cases where no timekeeper is assigned to a project and upload these logs, as well as overtime records, to PCore.

  • Handle the uploading of Authority to Travel (ATT) and daily time records (DTR) when no TK is designated.
  • Manage uploads related to shift changes and changes in days off and generate DTR log reports and thoroughly review DTR summaries to identify and address any potential discrepancies.
  • Assist TMs in accessing their payslips and provide support on salary-related queries
  • Collaborate with Compensation and Benefits team on addressing payroll disputes that may require salary adjustment
  • Collect requirements and endorse SSS Maternity/Sickness applications to Compensation and Benefits for processing.
  • Collect requirements and endorse Paternity Leave applications
  • Collect and endorse SSS and Pag-IBIG Loan Statement of Accounts (SOA) to Compensation and Benefits for payroll deductions.
  • Collect requirements and endorse accident insurance claims to HR Ops Senior Manager for approval, prior endorsement to the insurance provider.
  • Prepare and submit meal subsidies for eligible TMs, when applicable
  • Monitor and prepare Project Incentive Leaves (PILs) of eligible TMs

Employee Discipline Process:

  • Assist the Team Leader (TL), Project-in-charge (PIC) or Project Manager (PM) in drafting Notice to Explain (NTE) and Notice of Decision (NOD) in the system.
  • Assist in investigations and implementation of disciplinary actions when needed.
  • Arrange schedule of administrative hearings when necessary.
  • Attend SENA/NLRC appointments and represent the company in the related proceedings.

Offboarding Process:

  • Execute timely demobilization of eligible TMs, including preparation of demobilization letters, requests for meal allowance, travel allowance and coordinate with CSS for ticket arrangements (plane/boat/land) as needed.
  • Post HRAN separations, record exit interviews through P Core, and set up employee clearance processes within the P Core system.

  • Facilitate exit interviews for separating project-based TMs.

  • Ensure that all work-related tools, equipment, supplies and materials issued to the separating TM (laptops, turnover files and documents, office supplies, keys, PPEs, uniforms, IDs, etc.) are surrendered before the TM's last day.
  • Assist TMs in processing clearances and other required documents for offboarding
  • Endorse completed clearances to Compensation and Benefits, and ensure proper recording in the system for the final pay computation process.
  • Issue Certificates of Employment (COE) once the TM has a complete clearance form.

Talent Management:

  • Ensure all TMs have updated and valid certificates, licenses, and work permits required for their roles while assigned in the project, and coordinate with the appropriate stakeholders, teams or departments as needed for enrolments, issuances, or renewals. (check in PCore how to enable notifications to remind near-expiration date)
  • Ensure that all TMs have documented Performance Goals, and Evaluations in a timely manner
  • Monitor employment contract duration and prepare contract renewals for selected projects (if batch renewals) or notice of end of contract/end of project due to phase or project completion when merited.
  • Track and ensure that all TMs are tagged in the correct cost center and project charging
  • Draft HR Action Notice (HRAN) on any proposed changes in a TM's employment details like salary, etc.

HR Compliance and Administration:

  • Prepare and monitor necessary accesses and passes (e.g., Vehicle Passes, RFID, Temporary Gate Passes) of TMs working onsite.
  • Ensure the availability of the DOLE 1020 Certificate for the project site.
  • Submit all required reportorial documents to DOLE, OSH and LGU, such as Establishment Reports (RKS Form-5), and other reports as required
  • Ensure that all other compliance-related documents of TMs onsite are up to date to prevent issues or audit findings.

Employee Engagement & CSR Programs Facilitation:

  • Act as the RIITE or culture focal of the company in the project site by promoting culture campaigns, and programs, influence TMs to embed culture in their day-to-day operations, and include culture discussions and sharing during engagement activities or toolbox meetings.
  • Implement and roll-out approved company and/or project-wide employee engagement and culture programs in collaboration with Corporate Engagement POC.
  • Provide admin or logistics/related support on CSR activities and drive high participation rate.

Employee Support and Wellbeing Assistance:

  • Address and resolve day-to-day TM concerns, grievances, and other concerns in a timely and professional manner.
  • Ensure timely communication, accurate documentation, and compliance with company policies when resolving concerns and issues of TMs
  • Promote positive labor-management relations and a supportive work environment.
  • Facilitate communication between management and workers, ensuring fair and transparent practices.
  • Monitor worker morale and recommend initiatives to enhance retention and engagement.

HR Reporting and Projects Coordination:

  • Maintain up-to-date and accurate reports related to onboarding, employee disciplinary cases, compensation and benefits queries, attrition, HR-related activities and programs, and other HR-related tasks as needed
  • Generate and submit regular HR reports to corporate/central HR Operations as required
  • Maintain accurate and up-to-date employment records of all TMs in the assigned project site at all times. Keep updated records in 201 folders and PCore accounts accordingly.
  • Initiate and collaborate closely with corporate/central HR Operations and Project Management Team for coordination and initiation of new HR-related initiatives and programs.
