· Oversees, directs, organizes, administers, conducts and measures HSE Programs meeting or exceeding client requirements.
· Ensures that CBRE and Client's HSE policies are proactively implemented and supported
· Ensures that all regulatory reporting is submitted in timely manner
· Develops, improves and implements HSE policies and procedures customized to the account
· Identifies and evaluates hazardous conditions and practices and develops HSE controls
· Design and prepare all HSE training program for employees at site according to applicable regulations, CBRE and Client requirements
· Develops HSE induction system for vendors/suppliers at site
· Investigates incidents in conjunction with line and facility staff personnel. Works with line organization, the local office, and the Account Lead/Facility Manager to manage worker's compensation cases
· Provides injury/illness and near miss reports for accuracy and completeness. Manages injury/illness information database and uses information to perform trend analysis
· Recognizes significant trends through statistical review and develop strategies for addressing those trends. Provides timely reporting of statistical information to account management, local office HSE
· Coordinates performance of safety audits and assists the Account Lead/Facility Manager with correcting deficiencies. Develops guidelines for audits and reporting results in line with the systems program
· Assess new developments and regulations applicable to environment, health and safety field and implement its changes applicable to the business
· Supervise management of all hazardous waste and maintain records of same and evaluate all environmental permits
· Monitor all conservation and protection programs and prepare status report
· Carries out any other instruction or any matters pertaining to environment, safety and health
· Coordinates performance of safety audits and assists the Account Lead/Facility Manager with correcting deficiencies. Develops guidelines for audits and reporting results in line with the systems program

· Submit security reports to region and attend monthly security meetings
· Advice GRE team members on the pandemic planning, practices to be followed
· Track the statutory documents & ensure they remain up to date
· Management of evacuation drills
+ Bachelor's degree holder (Required)
+ Must have Construction Occupational Safety and Health (COSH) Certification (Required)
+ Must have 2-3 years experience as a HSE Officer/Safety Officer in the construction industry

2. Ensures compliance with environmental policies pertinent to company needs
Success in this role will require you to fulfill the following responsibilities:
1. Ensures that environmental policies are carried out in accordance with international/state regulations and company procedures
2. Undertakes regular Health, Environment and Safety inspections of company facilities to ensure the continuation of appropriate Health, Environment and Safety measures
3. Reviews safety measures and guidelines in the port and suggest improvement as may be necessary
5. Ensures that all personnel assigned to work in the plant/depot have been trained properly or indoctrinated in safety, firefighting, and product handling
6. Assists ship security officers in confirming the identity of those seeking to board the ship when requested
7. Conducts safety meetings and trainings as required
8. Handles waste management plan in the plant/depot
9. Monitors man-hours and Key Performance Indicator (KPI) value and submits to Health, Environment and Safety Manager
10. Performs other related tasks as may be assigned from time to time (Handle PCO)
**Job Qualifications**:
Graduate of any Engineering course
Licensed engineer is an advantage
Mandatory forty (40) - hour basic OSH (BOSH/COSH) training course applicable to the industry
Additional forty - eight (48) hours of advanced/ specialized occupational safety training course relevant to the industry AND Other requirements as prescribed by OSH standards
Trained in PCO is a plus but SEAOIL can provide training
Qualified SO3 level (Safety Officer Level 3, which is based on the above training requirements.
At least two (2) years of experience in OSH
With experience in safety and background knowledge in using Multi-gas detector(checks air quality to avoid fires not used in construction and manufacturing companies)
**Advantageous to have**: Knowledge in use of multi gas detector (must have)Knowledge in confined space environment Knowledge Permit to work system
Industry background in Oil/Gas would be an advantage
**Other relevant industries**: Manufacturing, construction, port management
