The Philippine Population and Development Situational Report is a critical tool to support these efforts. The primary objective of this consultancy is to engage an individual expert to conduct the evaluation component of the PDSA. This includes desk research on the most updated national data, PPD-POA and other related national plans, and completed the existing population and development programmes within the midterm of the PPD-POA The findings from this review will serve as the foundation for drafting the PPDSA, based on an outline agreed upon by key stakeholders and aligned with the strategic framework of the PPD-POA 2023–2028. BRAC Philippines, in partnership with BRAC International, is committed to delivering inclusive

and impactful Early Childhood Development (ECD) and education interventions targeting

vulnerable children in BARMM across three key age groups:

  • 0–3 years: Responsive Caregiving and Wellbeing for Children and Parents
  • 3–6 years: Quality Early Childhood Education through the Humanitarian Play Lab (HPL)
  • 6–10 years: Transition to Primary Education and Continuation in Safe, Child-Friendly

To strengthen programme design, alignment with national priorities, and donor requirements, BRAC Philippines seeks to engage an external consultant (or consulting team) to conduct a scoping study. This will provide a situational analysis, stakeholder mapping, and evidence-informed recommendations to inform scale-up strategies and funding priorities over the next three years.

BRAC Philippines is seeking to engage a qualitative research and learning partner to undertake a comprehensive scoping study on Early Childhood Development (ECD) and Education in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The study will generate evidence and insights that will inform programme design, strategic positioning, and partnership building for BRAC Philippines and its stakeholders.

Applicants must have an established physical presence in the Philippines and demonstrate proven expertise in conducting research and studies on ECD and education programmes. In addition, experience working with initiatives that intersect with other thematic areas such as health and nutrition, climate change, livelihoods, and gender equality and social inclusion (GESI) is highly desirable.

Objectives of the Assignment

The consultancy aims to:

  • Map the current ECD and education landscape in the Philippines, with a focus on BARMM (including data collection, both quantitative (growth rates, enrollment, immunization) and qualitative (perceptions, cultural practices, barriers) data
  • Assess alignment with government frameworks (DepEd, ECCD Council, DSWD, MSSD, MBHTE) and integration opportunities.
  • Review existing BRAC Philippines interventions across 0–3, 3–6, and 6–10 age groups, identifying strengths, gaps, and scalability potential.
  • Review the scope of integration of health, nutrition, WASH and disability inclusion services available in the communities: Map existing health, nutrition, WASH and disability inclusion services offered by partners and governments in the communities to ensure leverage and integration with BRAC's ECD and Education interventions.
  • Identify key stakeholders, partnerships, and donors relevant to scaling ECD and education interventions.
  • Generate recommendations for programme design, resource mobilisation, and evidence-building to strengthen BRAC's positioning in the Philippines.

Scope of Work

The consultant will:

  1. Conduct a desk review of existing literature, national policy documents, donor priorities, and global evidence on ECD and education. Map services, gaps, and opportunities for each age group:
  2. 0–3: Responsive parenting, wellbeing (MHPSS, nutrition, health, SEND inclusion).
  3. 3–6: Play-based early childhood education, caregiver engagement, educator capacity building, inclusion of children with SEND.
  4. 6–10: Transition readiness, child protection, inclusive pedagogy, and safe learning environments.
  5. Document government priorities and system linkages, particularly integration opportunities with existing child development workers, health workers, and local government programs.
  6. Collect both quantitative (growth rates, enrollment, immunisation) and qualitative (perceptions, cultural practices, barriers, etc.) data.
  7. Engage with key informants and stakeholders (government, INGOs/NGOs, communities, donors) to validate findings.
  8. Develop a comprehensive scoping report with actionable recommendations, including an indicative 3-year budget framework.

The Purpose Of This Consultancy Is To Conduct An In-depth Policy Review Of BARMM's Climate Change And Disaster Risk Reduction And Management (DRRM) Framework. The Assignment Will

  • Assess institutional coherence and mandates, mapping roles, responsibilities, and coordination among BARMM ministries and local government units (LGUs).
  • Evaluate the implementation of national climate and DRRM commitments including the National Adaptation Plan and Nationally Determined Contributions (NDCs), Bangsamoro Development Plan within the BARMM context.
  • Analyse the financing architecture and its implementation at both regional and LGU levels, identifying gaps, barriers, and opportunities for sustained investment.
  • Assess the integration of child rights, encompassing health, nutrition, education, WASH, child protection, and social protection, as well as gender equality and disability inclusion, to ensure that policies and plans are child-centred and socially inclusive.
  • Develop clear, actionable recommendations for UNICEF and partners to strengthen climate and DRRM policy, institutional mechanisms, and financing in BARMM

How can you make a difference?
The consultant will deliver a rigorous, child-centered and gender- and disability-inclusive policy analysis of BARMM's climate change and disaster risk reduction and management (DRRM) framework, ensuring strong links to UNICEF's Country Programme Cycle 9 (CPC9), national commitments, and global standards.

Task 1 Inception Report Containing

  • Refined assessment questions and a detailed methodology.
  • A matrix linking each assessment question to relevant BARMM and national laws, policies, and instruments.
  • A sampling frame of priority LGUs.
  • A comprehensive stakeholder map covering BARMM ministries, LGUs, CSOs, youth and disability groups, and private sector actors.
  • Data-collection tools (e.g., interview guides, focus group checklists).
  • A risk management and ethical safeguards plan (e.g., data confidentiality, child safeguarding, conflict sensitivity).
  • A consolidated workplan with timeline and deliverables.

Task 2 Desk Review And Policy Mapping

  • Compile and index all relevant regional and national instruments on climate change, DRRM and environment
  • Assess internal consistency and external coherence with national frameworks (e.g., NAP 2023– 2050, NDCs, Philippine DRRM Act) and international standards (Sendai, Paris Agreement, CRC).
  • Develop a Policy Coherence Matrix scoring each instrument for:

  • Legal clarity and enforceability.

  • Child rights, gender, disability, and youth mainstreaming.
  • Integration of DRR, climate change adaptation (CCA).
  • Roles, accountabilities, and coordination mechanisms.
  • Monitoring, reporting, and enforcement provisions.
  • Financing hooks and sustainability measures.

  • Identify gaps, overlaps, conflicts, and missing provisions aligned with UNICEF's CPC9 programme areas.

TASK 3 INSTITUTIONAL ANALYSIS

  • Map the mandates and coordination mechanisms of MENRE, MILG/READi, MOH, MBHTE, MPW, MSSD, MAFAR, BPDA, DRRM councils/committees, and LGUs, with a specific focus on how their roles and interlinkages advance climate change adaptation (CCA) and disaster risk reduction (DRR).
  • Analyse inter-ministerial and vertical coordination (region–province–city/municipality), highlighting bottlenecks, accountability gaps, and opportunities for improved governance and service delivery.

TASK 4 RAPID REVIEW OF CLIMATE AND DISASTER FINANCE

  • Review financing sources and utilization patterns of government mechanisms (e.g., People's Survival Fund, DRRM Trust Funds, and emerging inter-parliamentary regional response (IPRR) mechanisms).
  • Assess climate finance accessibility at LGU and community level, identifying opportunities to leverage domestic and external resources for child-centred DRR/CCA and WASH investments.

TASK 5 FIELD CONSULTATIONS AND VALIDATION

  • Conduct key informant interviews and focus group discussions with:

  • Regional ministries and LGUs.

  • Youth representatives (via BYC), organizations of people with disabilities (OPDs), women's groups, civil society, and service providers.

  • Community leaders, teachers, and health workers for ground-level perspectives.

  • Present preliminary findings in a Validation Workshop, collecting feedback from government, humanitarian, and development partners.

TASK 6 COMPARATIVE BENCHMARKING AND RECOMMENDATIONS

  • Benchmark BARMM instruments and practices against:

  • National Adaptation Plan (NAP) and Nationally Determined Contributions (NDCs).

  • UNICEF Strategic Climate Action Plan (SCAP), PCO Climate Strategy pathways, and Sphere/CCC standards.
  • Good practices from child-centred DRR and climate-resilient governance in other Philippine regions and comparable international contexts.

  • Provide cost, time-bound policy and institutional recommendations, including:

  • Integration of child rights across health, nutrition, education, WASH, child protection, and social protection.

  • Gender equality, disability inclusion, and youth participation.
  • Options for strengthening financing mechanisms and monitoring systems

  • Inception report approved by UNICEF, including: detailed methodology, evaluation matrix, sampling framework, stakeholder mapping, data-collection tools, risk/mitigation plan, and detailed workplan

  • Desk Review & Policy Mapping

  • Field Consultations & Validation

  • Comprehensive list of stakeholders consulted and an endorsed Validation Workshop Summary Report

  • Draft Final Report

  • Draft report with key findings, analysis, and preliminary recommendations submitted for review and comments

  • Final Report

  • Final report integrating all comments, plus a PowerPoint presentation summarizing key findings and recommendations, formally accepted by UNICEF

Education
Minimum requirements:

  • Advanced degree in public policy, public administration, climate/DRR, environmental management, social policy, or related field.

Work Experience

  • At least 5 years of proven policy analysis/reform experience in DRR/CCA/governance, ideally in conflict-affected and devolved settings

Skills

  • Strong technical understanding of child rights, gender equality, disability inclusion, and youth participation, and of WASH/CER linkages.
  • Demonstrated ability to facilitate high-level consultations and produce actionable, evidence-based recommendations.
  • Excellent research and analytical writing skills, with ability to produce high-quality policy reports (writing sample required).
