The Officer, Workplace Safety is responsible for establishing, implementing, and maintaining the company’s Occupational Safety and Health (OSH) Management Systems, including the development of OSH policy & procedures, training programs, perform the risk assessment and inspection, conduct an accident or incident investigation and recommend improvements in safety standards.

He / she is also responsible for ensuring compliance with OSH regulations, create and implement safety policies in accordance with the latest legislation and ensure that these policies are implemented.

He / she is required to maintain these areas of responsibility in order to ensure the safety of City of Dreams Manila staff, contractors, and customers.

PRIMARY RESPONSIBILITIES:

- Develops and maintains OSH Management System to ensure the implementation of relevant OSH policies and procedures in accordance with statutory regulations and best practice.
- Oversee the overall management of the OSH program in coordination with the OSH committee.
- Ensures a system is in place so that workplace accidents are thoroughly investigated and assist management in the implementation of strategies to identify and reduce the recurrence within the Property.
- Frequently monitor and inspect any health or safety aspect of the operation being undertaken with the participation of supervisors and workers.
- Identifies and defines OSH training and awareness requirements for employees, including an online OSH refresher training program.
- In conjunction with Business Units and the Learning Academy, ensures training and awareness programs are developed and implemented in accordance with these requirements and ensure assessment of relevant individuals is completed.
- Ensures compliance with the requirements of the local legislations and other OSH regulations.
- Ensures the property is prepared for inspections of local government agencies, and assist government inspectors in the conduct of safety and health inspection at any time whenever work is being performed or during the conduct of an accident investigation by providing necessary information and OSH reports as required by the OSH standards.
- Develops and implements an OSH auditing process to ensure that the employees comply with the relevant OSH Policies and Procedures Ensures the safety of staff, contractors and customers and stop any unsafe acts or processes that seem dangerous or unhealthy.
- Performs other duties as required in accordance with all policies and procedures, laws and regulations, applicable to the Department and the Company.
- Adheres to all company policies and procedures. Performs other reasonable job duties as assigned by superiors from time to time.

KEY PERFORMANCE INDICATORS:

- Development and implementation of OSH management systems.
- Development and Implementation of OSH training programs and materials, Including competency assessment tools for key stakeholders.
- Compliance with relevant statutory regulations and directions issued by related statutory bodies.
- OSH inspections, reports and investigations are completed in a timely manner.
- Reduction in safety-related workplace incidents and accidents.

QUALIFICATIONS:
Experience
- Minimum of 3 years’ experience in a large volume based customer business or from other OSH critical industries such as Construction, Manufacturing or as outlined in.
- Excellent verbal and written knowledge of English.
- Experience in the policy formulation and development, monitoring and evaluation, and implementation of occupational safety and health management systems that is compliant and adheres to the Philippines and/or international OSH standards and regulations.
- Experience in liaising and cooperating with relevant government authorities and regulatory agencies.
- Demonstrated capability of supporting overall business plans and the achievement of the OSH management objectives.

Education
- Graduate with a 4-5 year college degree in a relevant or similar safety-focused industry or health and safety discipline.
- Completion of DOLE or accredited OSH training provider’s mandatory forty (40) hour Basic Occupational Safety and Health (BOSH) and an additional forty-eight (48) hours of advanced/specialized occupational safety training course relevant to the industry.
